Job Overview: The consultant will be engaged by the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR/CTHB) to provide legal analysis of anti-trafficking laws enacted by OSCE participating States and Partners for Co-operation. The role involves drafting an issue brief on the role of National Anti-Trafficking Co-ordinators, contributing to the OSR/CTHB's efforts to enhance awareness and understanding of trafficking in human beings (THB) across the OSCE region. The consultant will work remotely and is expected to deliver high-quality analysis and documentation that supports the OSCE's mission to combat THB effectively. This position is temporary, with an expected duration of up to 30 working days until December 20, 2025.
Duties and Responsibilities: 1) Provide a comprehensive analysis of the anti-trafficking laws adopted in the OSCE participating States and Partners for Co-operation, identifying positive practices in terms of structure and areas covered by such laws across the region. 2) Draft an issue brief on the role of National Anti-Trafficking Co-ordinators in the national anti-trafficking architecture, complementing the OSR/CTHB expert guidance on the role of National Anti-Trafficking Rapporteurs and National Action Plans. 3) Collaborate with OSR/CTHB staff and other stakeholders to ensure the analysis and brief align with the OSCE's strategic objectives in combating trafficking in human beings. 4) Engage with policy-makers and relevant stakeholders to gather insights and feedback on the drafted materials. 5) Ensure that all deliverables are completed within the specified deadlines and meet the quality standards set by the OSCE.
Required Qualifications: • A second-level university degree in law, international relations, human rights, political science, social science, or a related field is required. • A minimum of 8 years of professional experience at the national and/or international level in combating trafficking in human beings is essential. • Excellent knowledge of international standards and national legislation regarding trafficking in human beings, particularly in anti-trafficking laws and structures, is necessary. • Strong command of English, with the ability to write clearly and concisely, is required. • The candidate must demonstrate the ability to adhere to deadlines and work both independently and collaboratively. • Accuracy, diligence, and computer literacy are essential skills. • Familiarity with the work of intergovernmental organizations, especially the OSCE, would be an asset. • Excellent communication skills are crucial for this role.
Educational Background: The position requires a second-level university degree in law, international relations, human rights, political science, social science, or a related field.
