Job Overview:
The position is located within the Security Management unit of the OSCE Secretariat in Vienna, specifically within the OSCE Safe Travel System (STS) project, which is expected to last until December 31, 202
  • This role is open for secondment only, meaning candidates must be nominated by their respective participating States. The successful candidate will lead the OSCE-wide implementation of the STS project, ensuring alignment with the organization's security risk management framework and emergency preparedness objectives. The role involves overseeing project proposals, strategic plans, and budgetary forecasts, as well as coordinating the preparation of Standard Operating Procedures (SOPs) and security advisories. The candidate will serve as a liaison with internal stakeholders and external partners, ensuring operational integrity and continuous improvement of the system's performance. Additionally, the role includes designing and delivering training curricula for administrators and end-users across the OSCE, monitoring project implementation, and performing other assigned duties.

Duties and Responsibilities:
The successful candidate will be responsible for leading the implementation of the STS project across the OSCE, ensuring it aligns with security risk management and emergency preparedness objectives. Duties include overseeing the development of project proposals, strategic plans, and budget forecasts; coordinating the preparation and updates of SOPs and security advisories; serving as a liaison with internal and external stakeholders; providing technical oversight of the system's performance; coordinating with Security Focal Points in Field Operations; managing high-level project communications; designing and delivering training curricula; monitoring project implementation; and performing other duties as assigned.

Required Qualifications:
Candidates must possess a second-level university degree in security studies, risk management, social/political science, military science, public administration, law enforcement, or a related field. A first-level university degree in these fields, combined with two additional years of relevant experience, will also be accepted. A minimum of two years of professional experience in project management, security, or risk management is required, with four years of experience acceptable for candidates with a first-level degree. Candidates should have experience in developing and implementing multi-stakeholder projects, knowledge of security management systems, good drafting and reporting skills, and experience working in a multicultural environment. Demonstrated gender awareness and sensitivity, digital literacy, and proficiency in Microsoft Office are also necessary.

Educational Background:
The educational requirement for this position includes a second-level university degree in relevant fields such as security studies, risk management, or public administration. Alternatively, a first-level university degree in these fields, along with two additional years of relevant experience, is acceptable. Candidates should have qualifications from certified award-granting bodies or military/police educational institutions.

Experience:
Candidates should have a minimum of two years of professional experience in project management, security, or risk management. For those with a first-level university degree, four years of relevant experience is required. Experience in supporting the development, implementation, monitoring, and evaluation of multi-stakeholder projects is essential, as is familiarity with security management systems and procedures.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of other official OSCE languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
This position is a fixed-term contract for international secondment, classified at the Senior Professional level. The maximum period of service in this post is 10 years, and the role is full-time. Candidates must be nominated by their participating States, and the OSCE retains the discretion to re-advertise or cancel the vacancy. The organization is committed to the highest ethical standards and requires medical clearance for appointments. The OSCE does not request payment at any stage of the application process.
