Job Overview:
The CVAC Sub-Regional Coordinator position is a critical role within the Immigration and Border Management Division of IOM, specifically within the Immigration and Visas Unit. This position is designed to provide technical support and oversight to Visa Application Centre (VAC) staff across a designated sub-region. The coordinator will be responsible for ensuring that VAC operations are conducted efficiently and effectively, adhering to the standards set by Immigration, Refugees and Citizenship Canada (IRCC). The role requires a proactive approach to problem-solving and the ability to lead and build capacity among VAC teams. The coordinator will also play a key role in monitoring operations, reporting incidents, and ensuring compliance with IOM policies and procedures. This position is essential for facilitating safe and orderly migration, aligning with IOM's broader mission and the UN Sustainable Development Goals.

Duties and Responsibilities:
  • Lead and guide VAC teams in the sub-region to implement operations efficiently, ensuring accurate use of application software.
  • Monitor and report incidents in the sub-region to the CVAC Regional Manager and HQ team.
  • Oversee website updates and IT issues, guiding VAC staff on exchanges and follow-ups.
  • Collect data and coordinate monthly reports from VAC staff, ensuring timely submission to the Regional Manager.
  • Ensure adherence to IRCC RFP, VAC Service Standards, and other relevant documents by all CVAC staff.
  • Proactively assist VACs in problem-solving and facilitate timely resolutions.
  • Train VAC Team Leaders in the sub-region as needed.
  • Provide refresher training to staff based on project needs.
  • Monitor staffing and attendance, communicate needs, and participate in recruitment as necessary. 1
  • Assist with VAC operations during exceptional circumstances, including taking biometrics and accepting applications. 1
  • Travel to VACs for audits and training as required. 1
  • Comply with IOM policies and procedures regarding workplace conduct and confidentiality. 1
  • Perform additional duties as assigned by the Regional Manager or CVAC HQ team.

Required Qualifications:
Candidates must possess a high school degree with at least 4 years of relevant experience, or a Bachelor’s degree in social sciences or related fields such as political science, international relations, law, or social work with a minimum of 2 years of relevant experience. Experience with international organizations, non-governmental organizations, or governmental organizations is essential. Knowledge of migration issues and familiarity with IOM's mission and operations will be advantageous. Candidates should demonstrate strong leadership, communication, and problem-solving skills, as well as the ability to work collaboratively in a diverse environment.

Educational Background:
The educational requirements for this position include a high school diploma with significant relevant experience or a Bachelor’s degree in a relevant field such as social sciences, political science, international relations, law, or social work. Candidates must have graduated from accredited universities recognized by the UNESCO World Higher Education Database. This educational background is crucial for understanding the complexities of migration management and the operational frameworks within which IOM operates.

Experience:
The position requires candidates to have a solid background in working with international organizations, non-governmental organizations, or governmental entities. Relevant experience in migration management, visa processing, or related fields is highly desirable. Candidates should demonstrate a proven track record of leadership and capacity-building within teams, as well as experience in managing operations in a multicultural environment. The ability to navigate complex regulatory frameworks and provide technical support to staff is essential for success in this role.

Languages:
Fluency in both French and English is mandatory for this position, with proficiency in oral and written communication being specifically evaluated during the selection process. Knowledge of Spanish is considered an asset but is not required. Candidates will be assessed on their language skills through written and/or oral assessments to ensure effective communication within the diverse context of IOM's operations.

Additional Notes:
This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Senegal will be considered. The appointment is contingent upon funding confirmation and the candidate's medical fitness for the role. Vaccination against COVID-19 is required for all IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
