The CBD has recently adopted the Kunming-Montreal Global Biodiversity Framework, which emphasizes the mobilization of financial resources for successful implementation.

Job Overview:
The consultant will focus on producing a study that examines the relationship between biodiversity and climate finance, as requested by the Conference of the Parties under resource mobilization decision 16/3
  • This study is to be completed prior to the next meeting of the Subsidiary Body on Implementation. The consultant will work under the supervision of the Programme Management Officer for Resource Mobilization and will be responsible for preparing a scoping paper and the actual study based on a desk review and interviews with experts. The role requires a deep understanding of environmental policy and the intersection of biodiversity and climate finance, as well as the ability to synthesize complex information into actionable recommendations.

Duties and Responsibilities:
The consultant will report directly to the Programme Management Officer for Resource Mobilization and will be guided by the Senior Programme Management Officer and Head of the Biodiversity Economy Transformation and Innovation Unit. The key responsibilities include: (a) Preparing a brief scoping paper on the relationship between biodiversity and climate finance; (b) Conducting a comprehensive desk review of relevant information and reference materials; (c) Interviewing experts from governments, international institutions, organizations, and stakeholders to gather insights; (d) Compiling and analyzing data to produce a detailed study that reflects the findings of the research; (e) Ensuring that the study aligns with the objectives of the CBD and the expectations of the Conference of the Parties; (f) Collaborating with other team members and stakeholders to refine the study and its recommendations; (g) Presenting findings and recommendations in a clear and concise manner.

Required Qualifications:
The position requires an advanced university degree (Master’s Degree or equivalent) in environmental management, governance, policy-related sciences, or related fields. Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must demonstrate a strong understanding of environmental policy and resource management, particularly in relation to climate change adaptation and mitigation.

Educational Background:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in environmental management, governance, policy-related sciences, or related fields. A first-level university degree with additional qualifying experience may also be considered. This educational background is essential for understanding the complexities of biodiversity and climate finance.

Experience:
A minimum of seven years of progressive experience in environmental policy development, natural resource management, and climate change adaptation and mitigation is required. Experience at the international level is desirable, particularly in relation to climate and biodiversity policies. Familiarity with the United Nations system and its operations is also preferred, as it will enhance the consultant's ability to navigate the organizational landscape effectively.

Languages:
Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of other UN official languages is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.

Additional Notes:
The position is remote and home-based, with an expected duration of six months. Travel may be applicable to attend one of the meetings of the Subsidiary Body on Implementation.
