Job Overview: The Evaluation Consultant will play a crucial role in supporting the management of evaluations within UN Women, particularly in the Latin America and Caribbean region. This position requires the consultant to work collaboratively with the Regional Evaluation Specialist and contribute to various phases of the evaluation process, including the development of evaluation designs, methodologies, and reports. The consultant will be responsible for collecting and analyzing data, interpreting findings, and formulating actionable recommendations. The role demands a high level of independence and autonomy, as the consultant will have the authority to request information, draft Terms of Reference, and manage evaluations effectively. The consultant is expected to work during Latin America and Caribbean working hours and utilize online platforms for collaboration.
Duties and Responsibilities:
Overall evaluation task management, ensuring adherence to deadlines and high professional standards in line with evaluation policy and UNEG Norms and Standards for Evaluation.
Planning stage: Collect and organize relevant documents, conduct portfolio analysis, lead scoping interviews, and support drafting Terms of Reference for evaluations.
Data collection: Support interviews, lead analyses, conduct qualitative and quantitative data analysis, and produce summary reports.
Reporting phase: Draft and present preliminary findings, contribute to synthesis evaluation reports, and ensure all feedback is integrated into final reports.
Coordinate and support the implementation of regional and country-level evaluations, providing technical and methodological support throughout all evaluation phases.
For consultants with a Data Science background: Support data and statistical analysis, create data visualizations, and utilize statistical methods to derive insights from data.
Required Qualifications:
Bachelor’s degree in a relevant field such as Social Sciences, Gender Equality, Evaluation, International Affairs, Economics, or Statistics.
Master’s degree in a relevant field or two additional years of qualifying experience beyond the required experience.
At least 5 years of work experience in monitoring, evaluation, or applied research, preferably with UN Agencies.
Experience using qualitative data analysis tools and developing impactful evaluation products.
Experience conducting evaluations in the Latin America and Caribbean region, with prior experience in UN Women evaluations considered an asset.
Excellent command of both Spanish and English is required, with proficiency in a third regional language such as French or Portuguese as an asset.
Educational Background: The position requires a Bachelor’s degree in a relevant field, with a Master’s degree being preferred. The educational background should be in areas related to evaluation, social sciences, gender equality, international affairs, economics, or statistics, ensuring that the candidate has a solid foundation for conducting evaluations and research.
Experience: Candidates should have a minimum of 5 years of relevant work experience in monitoring, evaluation, or applied research. This experience should ideally include conducting evaluations for UN Agencies, demonstrating familiarity with the evaluation processes and standards expected in such contexts. Experience in the Latin America and Caribbean region is particularly valuable, as it indicates an understanding of the specific challenges and dynamics present in these areas.
Languages: Fluency in both Spanish and English is mandatory for this position. Additionally, proficiency in a third regional language such as French or Portuguese is considered advantageous, as it may enhance communication and collaboration with diverse stakeholders in the region.
Additional Notes: The consultancy will be managed under a 'Retainer' hiring modality, where the consultant will be compensated on a daily fee basis. The contract will specify a maximum cumulative value, which should not be interpreted as a guarantee of business volume. The consultant is responsible for confirming their availability for tasks and must have health insurance for the duration of the contract. The consultant will work remotely but may be required to travel for data collection or presentations, with a maximum of two trips per evaluation. Performance will be monitored by the Regional Evaluation Specialist, and an evaluation of the consultant's performance will occur three months after the start of the consultancy.
