Job Overview:
The Monitoring and Evaluation Senior Officer will play a crucial role in the Integrated Response for Resilience (IRR) project, which aims to enhance sustainable livelihoods and strengthen agricultural food systems and value chains in Thailand. This position involves providing support in the development of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems at both the program and project levels. The officer will be responsible for designing and implementing MEAL systems, conducting assessments of partner MEAL systems, and providing technical support and capacity building to partners. The role also includes coordinating program-level reviews and evaluations, supporting key MEAL processes such as household surveys, and contributing to reporting and publication efforts. The officer will work closely with various stakeholders to ensure the effective implementation of MEAL systems and contribute to the overall evidence base for the program.

Duties and Responsibilities:
  • Support the design and implementation of MEAL systems at the program and project levels, including developing Theories of Change, evaluation questions, and MEAL plans.
  • Conduct assessments of partners’ MEAL systems and identify areas for capacity development.
  • Provide technical support and training to partners to ensure compliance with MEAL standards.
  • Coordinate program-level reviews, evaluations, and studies, including preparing key technical documents and managing consultants.
  • Support data collection and analysis for household surveys and other studies, ensuring accurate reporting on logframe indicators.
  • Review and clear M&E reports from implementing partners, focusing on data quality and analysis.
  • Prepare monthly updates on MEAL activities and contribute to the production of M&E reports and publications.

Required Qualifications:
Candidates must possess a Master’s Degree in Social Sciences, Statistics, Development Studies, or a related field. Alternatively, a Bachelor’s degree combined with two additional years of relevant work experience may be accepted. Additional studies in community development, M&E, or research methodologies are desirable. Candidates should have a minimum of two years of professional experience in M&E activities within international development programs, with strong skills in quantitative and qualitative data analysis. Proficiency in computer software, including MS Office, Google Suite, and statistical software such as EXCEL, SPSS, STATA, R, and PowerBI, is required. Experience with remote monitoring methodologies and data management is considered an advantage.

Educational Background:
A Master’s Degree in a relevant field is required, with a Bachelor’s degree acceptable if accompanied by additional relevant work experience. Additional studies in community development, M&E, or research design are preferred.

Experience:
A minimum of two years of professional experience in M&E activities related to international development programs is required. Candidates should have experience in quantitative and qualitative data analysis and proficiency in using various computer software packages. Experience with remote monitoring methodologies and data management is advantageous, as is familiarity with UN, NGOs, and civil society.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

Additional Notes:
The contract type is a Local Individual Contractor Agreement (LICA) at the Specialist-9 level, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
