Job Overview: The National Consultant for the Mid-Term Review of the UNSDCF 2023-2027 is tasked with producing a comprehensive report that evaluates the effectiveness and relevance of the UNSDCF implementation in Morocco. This role involves conducting an independent and participatory review, which will assess the progress made thus far, identify challenges faced, and propose necessary adjustments to enhance the framework's effectiveness. The consultant will be responsible for gathering and analyzing data, facilitating workshops, and presenting findings to stakeholders. The expected output includes a detailed report of approximately 30 pages, with summaries in Arabic, English, and French, as well as a PowerPoint presentation for national workshops. The consultant will work closely with the Resident Coordinator’s Office and other UN entities to ensure that the review aligns with the strategic objectives of the UN in Morocco.
Duties and Responsibilities:
Preparation and Information Gathering (10 days): Develop a methodology and roadmap for the mid-term review, participate in strategic planning meetings with the Steering Committee and the Resident Coordinator’s Office, and analyze key documents related to the UNSDCF.
Analysis and Report Drafting (14 days): Conduct participatory consultations with Results Groups through four workshops, organize and moderate focus groups that include diverse populations such as girls/women, youth, and persons with disabilities, and prepare a structured draft report based on the findings.
Finalization and Dissemination (6 days): Integrate feedback from institutional partners and the UN Country Team, prepare the final report in French with summaries in Arabic and English, produce a PowerPoint presentation for the national debriefing workshop, and present the review findings at the national workshop. The assignment is expected to commence in September 2025, with data collection and analysis occurring in October 2025, followed by a national debriefing workshop and final report in November 2025.
Required Qualifications: Candidates must possess a Master's degree in social sciences, development, economics, or a related field. A minimum of 7 years of professional experience in evaluation, program management, and strategic reporting is required. Proven analytical, synthesis, and writing skills are essential, along with familiarity with the Sustainable Development Goals (SDGs), the Moroccan context, and UN cooperation frameworks. The consultant should demonstrate a strong understanding of the complexities involved in conducting evaluations and be able to articulate a clear methodology for the review process.
Educational Background: A Master's degree in social sciences, development, economics, or a related field is mandatory for this position. This educational background is crucial as it provides the theoretical and practical knowledge necessary for understanding the socio-economic dynamics at play in Morocco and the broader context of UN operations.
Experience: The position requires a minimum of 7 years of professional experience in relevant fields such as evaluation, program management, and strategic reporting. This level of experience is essential to ensure that the consultant has the necessary skills and insights to conduct a thorough and effective mid-term review of the UNSDCF.
Languages: Fluency in French, both spoken and written, is a mandatory requirement for this position. Additional Notes: The assignment is expected to last for a duration of 3 months, with specific timelines outlined for each phase of the review process. The consultant will work under the supervision of the Resident Coordinator’s Office and will report directly to the Data Management & Results Monitoring Reporting Officer.
