Job Overview: The National Consultant will play a crucial role in developing the Country Gender Equality Profile (CGEP) for Serbia, which aims to provide a comprehensive analysis of the status of gender equality and women's empowerment in the country. This position requires close collaboration with the UN Country Team (UNCT) and the Gender Theme Group (GTG) to ensure that the CGEP aligns with the strategic priorities of the UN system and the needs of the Serbian government and civil society organizations. The consultant will be responsible for conducting a thorough analysis of existing quantitative and qualitative data, drafting the CGEP report, and presenting findings to stakeholders. The CGEP will serve as a key instrument for advocacy, policy dialogues, and resource mobilization, ultimately contributing to the implementation of gender equality policies in Serbia.
Duties and Responsibilities: The consultant's primary duties and responsibilities include:
Developing a detailed methodology and annotated outline for the CGEP, including a structured list of relevant policy documents, laws, statistical indicators, and data sources.
Conducting a comprehensive analysis of existing quantitative and qualitative data, including national statistics, UN reports, gender assessments, and policy reviews.
Drafting the CGEP in accordance with the agreed methodology and structure.
Presenting the draft CGEP to a reference group and participating in validation meetings to incorporate feedback.
Validating the final CGEP with the UNCT and submitting it in English, ensuring it is copyedited and layout-ready for official publication.
Ensuring that the CGEP includes an intersectional analysis of gender equality and women's empowerment issues in Serbia, focusing on marginalized groups and the impact of legal and policy frameworks.
Required Qualifications: The position requires the following qualifications:
A minimum of a Master's degree in human rights, international development, public administration, sociology, or a related social science field.
At least 7 years of demonstrated experience and knowledge in women's rights and empowerment, particularly within the EU policy framework on gender equality.
A minimum of 2 years of experience in conducting gender-related analyses.
Familiarity with UNCT and UN Women's work in Serbia is considered an advantage.
Excellent analytical skills, a strong drive for results, and the ability to work independently are essential for this role.
Educational Background: Candidates must possess a minimum of a Master's degree in a relevant field such as human rights, international development, public administration, sociology, or other social sciences. This educational background is crucial for understanding the complexities of gender equality and women's empowerment issues, as well as the legal and policy frameworks that govern them.
Experience: The position requires at least 7 years of relevant experience, particularly in areas related to women's rights and empowerment. Candidates should have a strong understanding of the EU policy framework on gender equality, including the Gender Action Plans (GAP II and III). Additionally, at least 2 years of experience in conducting gender-related analyses is necessary to ensure the consultant can effectively analyze and interpret data related to gender equality in Serbia.
Languages: Fluency in English and Serbian is mandatory for this position. Knowledge of any other UN official language is considered an asset, as it may enhance communication with diverse stakeholders and facilitate collaboration with international partners.
Additional Notes: This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to deliver a detailed work plan, a first draft of the CGEP, and a final report by specified deadlines. The position emphasizes the importance of gender sensitivity and inclusivity, aligning with UN Women’s core values and competencies.
