Job Overview: The National Consultant for the Sports for Peace programme will play a pivotal role in leveraging sports as a tool to challenge harmful social norms surrounding masculinity, promote gender equality, and contribute to peacebuilding efforts in the Hela, Enga, Southern Highlands, and Western Highlands Provinces of Papua New Guinea. This position requires the consultant to develop and implement a training of trainers (ToT) model for local coaches and partners, ensuring that the UNFPA's sports for peace approach is effectively communicated and executed. The consultant will also be responsible for mentoring and monitoring coaches throughout the programme, emphasizing the importance of having both male and female facilitators to model healthy relationships and demonstrate the value of both genders in leadership roles. The consultant will work closely with a female national consultant to ensure a balanced approach to mentoring and coaching, particularly for female youth participants. This consultancy is designed for a male national consultant who will directly engage with male youth and coaches, fostering an environment of positive role modeling to deter youth from engaging in armed violence and promoting peaceful coexistence.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks over a total consultancy period of 90 days, including:
Developing a comprehensive Training-of-Trainers (ToT) package, which includes drafting core materials such as a ToT manual, presentation decks, coaches' field guides, workbooks for coaches and athletes, and monitoring forms.
Conducting follow-up training and an exhibition event in Tari, Hela, which involves on-site youth engagement and organizing a gender-balanced showcase match.
Mapping coaches and sports infrastructure across the targeted provinces, including conducting a desk review and field validation to compile existing data and visualize findings.
Delivering the ToT and building networks by participating in steering committee workshops, facilitating multi-day ToT workshops, and revising the ToT manual based on feedback.
Mentoring, monitoring, and reporting on the progress of the coaches, including structured check-ins, field observations, and the development of a digital monitoring tool.
Undertaking any other related tasks as assigned by the supervisor or designated UNFPA staff. The consultant will also receive a Daily Subsistence Allowance (DSA) to cover transit costs, accommodation, and meals as per UNFPA policy.
Required Qualifications: The position requires a secondary degree as a minimum, with an advanced qualification such as a certificate in sports being highly desirable. Candidates must have a minimum of 15 years of experience as an athlete, coach, or in sports management within Papua New Guinea. Additionally, at least 10 years of experience in grassroots sports training and mentoring players is required, along with a minimum of 8 years of experience in managing and scaling community-based programs focused on gender equality, youth empowerment, health, and peacebuilding. Proven success in developing and executing initiatives that utilize sports as a platform for social change is essential, particularly in designing and implementing interventions that challenge harmful gender norms. Experience in Papua New Guinea is a must.
Educational Background: Candidates must possess at least a secondary degree, with an advanced qualification such as a certificate in sports being highly desirable. Languages: Fluency in oral and written English is mandatory for this position. Knowledge of Tok Pisin or a local language is considered an asset, as it will facilitate better communication with local communities and participants in the programme.
Additional Notes: This consultancy offers a competitive remuneration package in accordance with UNFPA's Individual Consultant Policy. The consultancy is expected to cover a total of 90 days, with specific deliverables outlined throughout the consultancy period. Any official mission travel will be organized by UNFPA, covering daily subsistence allowances and travel tickets as per applicable policies.
