Job Overview:
The National Consultant for the Sports for Peace programme will play a crucial role in leveraging sports as a tool to challenge harmful social norms surrounding masculinity, promote gender equality, and contribute to peacebuilding efforts in the Hela, Enga, Southern Highlands, and Western Highlands Provinces of Papua New Guinea. The consultant will be responsible for developing and implementing a training of trainers (ToT) model for local coaches and partners, ensuring that the UNFPA’s sports for peace approach is effectively communicated and executed. This position requires a male consultant who will directly mentor and coach local coaches and male youth, working in tandem with a female consultant who will support the mentoring of coaches and female youth. The consultant will also be tasked with monitoring and evaluating the program's impact, ensuring that both male and female participants are engaged as leaders and role models in their communities.

Duties and Responsibilities:
The consultant will undertake a variety of tasks over a consultancy period of 90 days, including:
  • Developing a Training-of-Trainers (ToT) package, which involves drafting core materials such as a ToT manual, presentation decks, a coaches’ field guide, and monitoring forms.
  • Conducting follow-up training and an exhibition event in Tari, Hela, which includes on-site youth engagement and organizing a gender-balanced showcase match.
  • Mapping coaches and sports infrastructure across the targeted provinces, compiling existing data, and conducting field validation.
  • Delivering the ToT and building networks through workshops and training sessions.
  • Mentoring, monitoring, and reporting on the progress of the coaches and the program, including developing a digital monitoring tool and ensuring the incorporation of gender-sensitive indicators.
  • Performing any other related duties as assigned by the supervisor or designated UNFPA staff.

Required Qualifications:
Candidates must possess a secondary degree as a minimum requirement, with an advanced qualification such as a certificate in sports being highly desirable. Additionally, candidates should have a minimum of 15 years’ experience as an athlete, coach, or in sports management within Papua New Guinea, along with at least 10 years’ experience in grassroots sports training and mentoring. A minimum of 8 years’ experience in managing and scaling community-based programs focused on gender equality, youth empowerment, health, and peacebuilding is also required. Proven success in developing initiatives that utilize sports for social change, particularly in challenging harmful gender norms, is essential. Experience in Papua New Guinea is mandatory.

Educational Background:
The educational background required for this position includes a secondary degree, with a preference for candidates who hold advanced qualifications such as a certificate in sports or related fields. This educational foundation is crucial for understanding the complexities of sports management and the social issues being addressed through the program.

Experience:
The position requires extensive experience, specifically a minimum of 15 years in roles related to athletics, coaching, or sports management within Papua New Guinea. Candidates should also have at least 10 years of experience in grassroots sports training and mentoring, as well as 8 years in managing community-based programs that focus on gender equality, youth empowerment, health, and peacebuilding. This level of experience is necessary to ensure that the consultant can effectively implement the Sports for Peace programme and achieve its objectives.

Languages:
Fluency in oral and written English is mandatory for this position. Additionally, knowledge of Tok Pisin or a local language is considered an asset, as it will facilitate better communication with local communities and participants in the program.

Additional Notes:
The consultancy is expected to provide a good remuneration package in accordance with UNFPA's Individual Consultant Policy. The consultant will receive a Daily Subsistence Allowance (DSA) to cover transit costs, accommodation, and meals, and vehicle hire will also be covered by UNFPA.
