Job Overview:
The National Consultant – Climate Change Policy Specialist will play a crucial role in supporting the Government of Angola in the development of its updated Nationally Determined Contribution (NDC) for the period 2025–203
  • This position involves collaborating with an international consultant and an existing team to create the NDC Investment Plan, which is essential for the effective implementation and financing of Angola's climate targets. The consultant will be responsible for identifying and prioritizing climate investment opportunities, estimating sectoral investment needs, and analyzing historical financing trends. The role requires a deep understanding of climate policy, financing mechanisms, and the ability to propose strategies that align public and private financing with national development priorities and sustainable development goals (SDGs).

Duties and Responsibilities:
  • Identify and prioritize climate investment opportunities that align with Angola’s NDC targets.
  • Estimate sectoral investment needs and identify financing gaps.
  • Analyze historical trends in public, private, domestic, and international financing flows over the past 5–10 years to identify opportunities for enhancing contributions to NDC implementation.
  • Assess the coherence of Angola’s public and private financing policies with NDC and SDG objectives, and recommend reforms to strengthen this alignment.
  • Propose strategies for enhancing enabling frameworks (policy, regulatory, institutional) to mobilize financing for NDC and SDGs.
  • Recommend improvements for monitoring climate and development financing flows and coordination mechanisms across public institutions and development partners.
  • Collaborate with stakeholders to enhance synergies and reduce duplication in financing efforts.
  • Prepare reports and presentations summarizing findings and recommendations for stakeholders.

Required Qualifications:
  • Proven expertise in climate change policy, financing mechanisms, and sustainable development.
  • Strong analytical skills with experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and investment planning.
  • Familiarity with Angola’s climate policies, NDCs, and SDGs.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to work independently and as part of a team in a multicultural environment.
  • Proficiency in project management and strategic planning.

Educational Background:
A master’s degree in environmental science, climate change, public policy, economics, or a related field is required. A PhD or equivalent experience in a relevant area will be an advantage. Additional certifications in climate finance or sustainable development will be considered a plus.

Experience:
A minimum of 5 years of professional experience in climate change policy, environmental management, or related fields is required. Experience working with government agencies, international organizations, or NGOs on climate-related projects is highly desirable. Proven track record in developing investment plans or financing strategies for climate initiatives is essential.

Languages:
Fluency in English is mandatory. Proficiency in Portuguese is highly desirable, given the local context of Angola. Knowledge of other languages relevant to the region will be considered an asset.

Additional Notes:
The contract duration for this position is 40 working days within a period of 4 months. This is a consultancy role, and the consultant will be expected to work flexibly to meet project deadlines. The position may require travel within Angola to engage with stakeholders and gather necessary data. Compensation will be commensurate with experience and qualifications, and benefits may include access to professional development opportunities.
