Job Overview:
As a Programme Officer for Energy Security within the OSCE's Office of the Co-ordinator of Economic and Environmental Activities (OCEEA), you will play a crucial role in supporting energy security dialogue and project activities. This position requires a deep understanding of energy security issues, including renewable energy, energy efficiency, and the protection of critical energy infrastructure. You will be responsible for developing, implementing, and administering various projects related to energy security, ensuring that they align with the OSCE's broader goals of promoting international security and stability. Your work will involve conducting analyses of current energy security challenges, leading project development and implementation, and engaging with government officials and donor agencies to facilitate effective energy security initiatives.

Duties and Responsibilities:
Your primary responsibilities will include analyzing energy security issues across the OSCE area, leading the development and implementation of Extra-budgetary (ExB) projects, and managing Unified Budget (UB) activities. You will prepare project proposals, monitor expenditures, and provide progress reports to donors. Additionally, you will negotiate energy security-related issues with government officials and coordinate with multilateral and bilateral donor agencies. You will also be responsible for appraising and adjusting program outputs to ensure alignment with national and regional priorities, organizing meetings and conferences to facilitate information sharing, and preparing briefing papers and reports for senior management. Furthermore, you will oversee the work of other team members, including Junior Professional Officers (JPOs) and interns, ensuring effective workload distribution and performance management.

Required Qualifications:
To qualify for this position, you must possess a second-level university degree in Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, preferably with a focus on energy. A first-level university degree combined with two additional years of relevant experience will also be accepted. You should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, ideally within an international context. Experience in managing donor-funded projects is essential, and recognized project management certification would be advantageous. Strong oral and written communication skills in English are required, and knowledge of other languages spoken in the OSCE region would be beneficial. You should also demonstrate proficiency in project management, report writing, and digital literacy, particularly in Microsoft Office applications.

Educational Background:
Candidates must have a second-level university degree, which is equivalent to a Master's degree, in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations. This educational background should ideally include a focus on energy-related topics to ensure a comprehensive understanding of the challenges and opportunities in energy security.

Experience:
The position requires a minimum of five years of professional experience in energy security or economic-environmental development. If the candidate holds a first-level university degree, they must have at least seven years of relevant experience. This experience should include planning, implementing, and managing donor-funded projects, demonstrating a solid track record of success in similar roles.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages spoken in the OSCE region is considered an asset, as it can enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is classified as an international secondment, and candidates must be nominated by their respective participating States. The contract is fixed-term and full-time, with a maximum service period of 10 years.
