The consultant will lead the development of documents and analyses regarding strategies and activities to establish general guidelines for Mexico's participation in multilateral forums on environmental topics. This role requires applying knowledge and experience in negotiating resolutions or declarations, providing technical advice, and operational support in inter-institutional coordination processes led by the General Directorate concerning environmental issues. The consultant will also supervise and monitor Mexico's compliance with key international agreements, including treaties related to biodiversity and environmental protection. Additionally, the role includes preparing strategic reports and documents to support the formulation and strengthening of Mexico's official positions in international agreements and forums.
Duties and Responsibilities:
Contribute to the formulation of strategies within the UN system regarding biodiversity, water, desertification, and wetlands.
Direct the preparation of documents and analyses on strategies and activities to formulate guidelines for Mexico's participation in multilateral environmental forums.
Apply negotiation skills to achieve resolutions or declarations.
Provide technical advice and operational support in inter-institutional coordination processes related to environmental issues.
Supervise and monitor compliance with international agreements, including the Convention on Biological Diversity and the UN Convention to Combat Desertification.
Prepare strategic reports and documents to support Mexico's positions in international agreements and forums.
Required Qualifications: Minimum academic requirements include a Bachelor's degree in International Relations, Law, Political Science, or related fields. A Master's degree in the aforementioned areas will be given due consideration but is not a requirement. Candidates must possess strong analytical skills, both qualitative and quantitative, and demonstrate the ability to work collaboratively in teams while prioritizing tasks. Critical thinking and communication skills are essential. Desired skills include initiative, stress management, emotional intelligence, and flexibility. Knowledge of international relations, politics, and negotiation is also valuable, along with experience in institutional linkage with international organizations and relevant actors in multilateralism.
Educational Background: Candidates must have a minimum of a Bachelor's degree in International Relations, Law, Political Science, or related fields. A Master's degree in these areas will be considered an asset but is not mandatory.
Experience: Candidates with a completed Master's degree are required to have at least 3 years of work experience in project monitoring or engagement with relevant actors in multilateral and environmental issues. For candidates with a Bachelor's degree, a minimum of 5 years of relevant work experience is required.
Languages: Fluency in Spanish and advanced English is mandatory for this position. Proficiency in additional languages may be considered an asset.
Additional Notes: The position is under the direct supervision of the Undersecretariat for Multilateral Affairs and Human Rights and the coordination of the project for Strengthening Capacities for the Implementation of the Sustainable Development Goals. Performance evaluations will be conducted at the end of the contract. The job may involve full-time engagement and is focused on national and international collaboration.
