Job Overview:
The Supply Chain and Operations Officer plays a crucial role in ensuring the effective functioning of Relief International's operations in Gaza. This position involves managing various operational tasks such as procurement, fleet management, and stock oversight. The officer will be responsible for ensuring compliance with procurement policies and donor regulations while supporting RI projects in the occupied Palestinian territories (oPt). The role requires a proactive approach to problem-solving and the ability to coordinate with multiple stakeholders, including suppliers and program teams, to ensure smooth operational processes. The dynamic context in which RI operates necessitates a focus on both immediate humanitarian needs and longer-term programming strategies.

Duties and Responsibilities:
The Supply Chain and Operations Officer will be responsible for a wide range of duties, including but not limited to:
  • Logistics and Procurement: - Receiving, verifying, and processing quotations for requests for proposals (RPs) while ensuring compliance with donor rules. - Supervising the quality and quantity of purchased items according to specifications. - Maintaining an updated vendor list and conducting local market assessments. - Ensuring procurement and contracts tracking sheets are updated and shared with stakeholders weekly.
  • Warehouse and Stock Management: - Monitoring project and office stock levels and advising on replenishment needs. - Coordinating stock reconciliation and quality control through field visits. - Overseeing routine physical stock counts and documenting discrepancies.
  • Asset Management: - Maintaining the Gaza asset register and ensuring all assets are logged and tracked. - Collaborating with IT and HR for onboarding new staff and ensuring asset readiness.
  • Transportation and Fleet Management: - Managing vehicle fleets in accordance with RI standards and coordinating transport needs. - Ensuring drivers are trained and familiar with travel routes. - Maintaining vehicle log books and consolidating reports for the country office.
  • Premises Management: - Overseeing the installation, rehabilitation, and maintenance of RI premises. - Ensuring that essential services such as water and electricity are functioning properly. - Regularly checking premises for maintenance needs.
  • Collaboration: - Working closely with other RI team members to share information and provide operational insights for project proposals. - Reporting on activities related to responsibilities and providing weekly action plans to the line manager.

Required Qualifications:
Candidates must possess the following qualifications: - 3-5 years of relevant work experience in an NGO supply chain department. - Strong analytical, organizational, managerial, and communication skills. - Excellent interpersonal skills, including patience, diplomacy, and respect for colleagues and partners. - High attention to detail and strong time management skills. - Proficiency in information technology, particularly MS Office and Oracle IT systems is advantageous.

Educational Background:
A bachelor's degree in supply chain management, logistics, business administration, or a related field is required for this position. Advanced degrees or certifications in supply chain management or logistics are preferred but not mandatory.

Experience:
The ideal candidate should have a minimum of 3-5 years of relevant experience in supply chain management within an NGO context. Experience in procurement, logistics, and asset management is essential, along with a proven track record of managing operational tasks effectively in a dynamic environment.

Languages:
Fluency in both Arabic and English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset but is not required.

Additional Notes:
This position is classified at the P3 level and requires enhanced pre-employment checks. The role is full-time and may involve travel to various program areas and partner facilities as needed.
