Job Overview: The Program Coordinator for Migration, Sustainable Development, & Livelihoods (MSDL) will play a crucial role in overseeing and coordinating IOM Ukraine's MSDL portfolio. This position requires strategic direction to enhance the MSDL work, identifying opportunities to strengthen the portfolio and integrating migration into policy-making processes at both national and local levels. The successful candidate will manage the implementation of MSDL projects, ensuring compliance with IOM policies and donor requirements. The role also involves fostering collaboration with the UN Country Team (UNCT), the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods (FSL) Cluster, and other international community representatives to facilitate coordinated actions that align with global migration processes. The coordinator will establish partnerships with government entities at various levels and support resource mobilization efforts, including identifying new project opportunities and developing proposals. Additionally, the role requires maintaining up-to-date thematic information materials on migration and sustainable development, ensuring that mission staff and stakeholders are informed about the latest policies and best practices related to MSDL.
Duties and Responsibilities: The duties and responsibilities of the Program Coordinator include:
Overseeing the MSDL portfolio, ensuring timely implementation of projects in line with IOM policies and donor requirements.
Providing strategic direction for MSDL work and identifying opportunities for portfolio enhancement.
Managing administrative and technical oversight of MSDL activities.
Fostering collaboration with UNCT, FSL Cluster, and other international representatives.
Establishing and maintaining partnerships with government entities at national, regional, and local levels.
Supporting resource mobilization efforts and liaising with donors and stakeholders.
Developing project concepts and proposals in coordination with the Head of Recovery & Development Programmes.
Leading the development and updating of thematic information materials on migration and sustainable development.
Keeping staff and stakeholders informed about policies and best practices related to MSDL. 1
Supervising and building capacity of staff, consultants, and partners involved in MSDL projects. 1
Contributing to the economic recovery strategy of IOM Ukraine and liaising with national stakeholders. 1
Organizing and participating in conferences, seminars, and meetings, representing IOM as required. 1

Required Qualifications: The position requires a Master’s degree in Business Administration, Management, Development Studies, Labour Studies, Migration Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with seven years of relevant experience is acceptable. Candidates must demonstrate strong knowledge of the migration context and labour market dynamics in Ukraine, as well as experience in donor and government liaising, project management, and reporting. Familiarity with laws and policies related to the labour market, vocational training, and migration in Ukraine is also essential.
Educational Background: Candidates must possess either a Master’s degree in a relevant field such as Business Administration, Management, Development Studies, Labour Studies, or Migration Studies from an accredited academic institution, or a Bachelor’s degree in the same fields with additional years of experience. This educational background is crucial for understanding the complexities of migration and sustainable development, as well as for effectively managing projects within the IOM framework.
Experience: Candidates should have a strong background in migration issues, particularly within the Ukrainian context. This includes knowledge of labour market dynamics, experience in liaising with donors and government entities, and a proven track record in project management and budget monitoring. Experience working with international organizations is highly desirable, as is familiarity with relevant laws and policies in Ukraine.
Languages: Fluency in English and Ukrainian is required for this position, both oral and written. This language proficiency is essential for effective communication with stakeholders, drafting reports, and ensuring that all project documentation is accessible and comprehensible to both local and international audiences.
Additional Notes: The position is subject to funding confirmation, and only shortlisted candidates will be contacted. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment, and they are expected to perform at a professional level with the same standards of qualifications and performance as International Professional staff. The appointment will also be contingent upon medical fitness certification and verification of residency and visa requirements.
