Job Overview:
The position of International Consultant for Strategic Framework Development is crucial for the OSCE Mission in Kosovo as it embarks on creating its Strategic Framework for 2026–203
  • This role involves guiding the Mission through a comprehensive planning process that will define its strategic priorities and high-level outcomes for the upcoming years. The consultant will be responsible for ensuring that the framework is evidence-based, inclusive, and aligned with OSCE principles. This includes conducting thorough analyses of existing strategic documents, facilitating stakeholder consultations, and developing a Theory of Change (ToC) and a monitoring and evaluation (M&E) framework. The consultant's work will directly impact the Mission's ability to effectively plan and implement its programs, ensuring that they are responsive to the needs of local communities and institutions.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: developing a methodology for the preparation process of the Strategic Framework; reviewing existing strategic documents and evaluations; facilitating inclusive strategic planning processes; conducting contextual analyses; defining strategic priorities and high-level outcomes; designing the 2026-2030 Strategic Framework; ensuring the integration of non-majority communities and gender equality into all planning efforts; and designing an M&E framework to benchmark the Mission's work through 203
  • Specific deliverables include a comprehensive desk review, stakeholder consultations, a draft Strategic Framework, and a final validated document that incorporates feedback from various stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in political science, international development, public policy, or a related field. A minimum of 10 years of proven experience in strategic planning and/or evaluation within international organizations is required. Demonstrated experience in developing a Theory of Change and a proven track record of integrating gender, youth, and non-majority communities into strategy design are essential. Familiarity with OSCE field operations or similar environments is strongly preferred, along with a sound understanding of the political, institutional, and societal context in Kosovo. Candidates should also exhibit excellent analytical, writing, and conceptualization skills, as well as strong facilitation and stakeholder engagement abilities.

Educational Background:
The educational requirement for this position is a Master’s degree, which is considered a second-level university degree or its equivalent. This advanced education is essential for understanding the complexities of international development, public policy, and strategic planning necessary for the role.

Experience:
The consultant is expected to have a minimum of 10 years of relevant experience, particularly in strategic planning and evaluation within international organizations. This experience should include a demonstrated ability to lead participatory processes and workshops, as well as a strong background in developing strategic frameworks and theories of change.

Languages:
Professional fluency in English is mandatory for this position. While English is the primary language of communication, knowledge of additional languages relevant to the region may be considered an asset, although not mandatory.

Additional Notes:
The consultancy will be conducted under a Special Service Agreement (SSA) contract type, with a total duration of 40 working days. The consultant will be expected to deliver various outputs by specific deadlines, including a desk review, stakeholder consultation summaries, and the final Strategic Framework document. The remuneration package will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
