Job Overview: The Principal Urban Development Specialist will play a crucial role in leading and overseeing the formulation and articulation of policies and strategies related to the water and urban sector. This position involves engaging with developing member countries (DMCs) to facilitate policy dialogue and support sector policies and reforms. The specialist will be responsible for identifying, developing, processing, implementing, and administering loans, grants, and technical assistance (TA) projects. The role requires collaboration with various sector offices and departments within ADB to propose integrated solutions that address the needs of DMCs. The specialist will also assess WUD sector policies and programs to ensure alignment with international best practices and technological advancements. This position is pivotal in ensuring the quality and compliance of WUD sector lending and non-lending products and operations, as well as maintaining strategic partnerships with external stakeholders for knowledge and project opportunities.
Duties and Responsibilities: The Principal Urban Development Specialist will have a comprehensive set of responsibilities, including leading the processing and administration of loans, grants, and TAs specific to the water and urban development sector. This includes developing and designing new lending projects and programs, such as those related to water supply, sanitation, wastewater management, solid waste management, and urban planning. The specialist will collaborate with other sector offices to propose integrated solutions and assess WUD sector policies to ensure they meet international standards. Additionally, the role involves overseeing quality and compliance of lending products, facilitating effective liaison with development partners, and responding to inquiries related to urban environmental improvements and governance reforms. The specialist will also lead the development of knowledge products and organize knowledge-sharing events, while mentoring and supporting the development of reporting staff.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in civil engineering, environmental engineering, urban and regional planning, urban and environmental management, or economics. Alternatively, a university degree with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 12 years of relevant professional experience in the water and urban sector, including project preparation and administration, is required. Candidates should have international experience working in multiple countries and broad experience in preparing investment projects and analyzing development policies. Demonstrated team leadership or managerial skills, along with excellent written and verbal communication skills in English, are essential for this role.
Educational Background: The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as civil engineering, environmental engineering, urban and regional planning, urban and environmental management, or economics. A university degree combined with specialized experience may also be acceptable, emphasizing the importance of both formal education and practical experience in the field.
Experience: The position requires at least 12 years of relevant professional experience, particularly in the water and urban sector, with a focus on municipal service improvement and project administration. Candidates should have practical knowledge and experience in integrating financial, economic, social, institutional, and safeguard requirements into project design and execution. International experience is highly valued, as is a demonstrated ability to lead teams and manage projects effectively.

Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
