Job Overview:
The Associate Operations Coordination Officer position is situated within the Office of Business Intelligence and Operations Coordination (BIOC) at ADB. This office was established to facilitate ADB's transition into a data-driven organization, focusing on the implementation of technology-driven processes to enhance data capture throughout the project cycle. The role involves coordinating human resource administration, budgetary responsibilities, and providing analytical and administrative support to BIOC management and staff. The officer will play a crucial role in managing recruitment, staff training, performance reviews, and budget preparation, ensuring that the office operates efficiently and effectively in alignment with ADB's strategic goals. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders within the organization.

Duties and Responsibilities:
The Associate Operations Coordination Officer will be responsible for a wide range of duties, including:
  • Coordinating human resources administration, focusing on recruitment, selection, vacancy management, promotions, transfers, redesignations, training requirements, resignations, and retirements.
  • Providing analytical support for workforce planning, including headroom analysis and succession planning.
  • Advising BIOC management and HR focal points on staffing proposals, job descriptions, and interview processes.
  • Monitoring the implementation of staffing plans and managing various human resource programs.
  • Acting as the focal point for the annual performance review and workplan exercises, ensuring guidelines are communicated effectively to all staff.
  • Contributing to the preparation of the departmental budget, including inputs for the Budget Review Committee.
  • Managing the allocation of external training budgets and organizing staff activities.
  • Performing business and data analytics tasks, preparing presentations, and supporting management decisions.
  • Undertaking additional tasks as assigned in line with the workplan.

Required Qualifications:
Candidates for the Associate Operations Coordination Officer position must possess a Bachelor's Degree in Economics, Development Studies, Business Administration, or a related field, with a preference for advanced training. A minimum of 5 years of relevant professional experience is required, demonstrating a solid understanding of ADB's operational processes and procedures. Candidates should have the ability to conduct background research and analysis, collect and organize data, and utilize digital technology for data analysis. Strong analytical thinking skills are essential, along with the ability to prioritize tasks effectively. Proficiency in ADB's standard software and information technologies is necessary, as well as the ability to work collaboratively within a team environment. Excellent communication skills in English are mandatory, with the ability to convey clear and concise messages across various formats.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in a relevant field such as Economics, Development Studies, Business Administration, or similar disciplines. Advanced training or qualifications in these areas would be considered an asset, enhancing the candidate's ability to perform the duties associated with the role effectively.

Experience:
The position requires at least 5 years of relevant professional experience. This experience should ideally include a background in human resources administration, budget management, and operational coordination within a similar organizational context. Familiarity with ADB's operational processes and the ability to navigate complex workflows are critical for success in this role.

Languages:

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
