Job Overview:
The Regional Project Development Officer (P) will operate under the direct supervision of the Deputy Regional Director for Operations and the overall supervision of the Regional Director. This role is crucial for implementing institutional policies from Headquarters (HQ) in Country Offices (COs) across the region. The officer will provide oversight, quality control, and technical support to ensure consistent, cohesive, and quality evidence-based programming. The position involves collaborating with Regional Thematic Units (RTUs) to identify funding opportunities, design programmatic initiatives, and promote operational excellence and organizational coherence at both regional and national levels. The officer will also lead the Regional Project Development Unit (RPDU) and ensure adherence to IOM's institutional policies and guidance on results-based management and project cycle approaches, particularly for smaller COs in the region.

Duties and Responsibilities:
The duties and responsibilities of the Regional Project Development Officer include:
  • Providing substantive inputs for drafting project proposals in coordination with relevant RTUs for small COs, focusing on projects with a regional, multi-country, or multi-thematic lens.
  • Offering technical support to COs in the region on project development to ensure alignment with institutional strategies and data-driven practices.
  • Ensuring that donor reports are results-based and aligned with the Strategic Plan objectives.
  • Supporting capacity development and compliance with the Project Cycle Management (PCM) process in the region.
  • Leading engagement in knowledge management platforms and promoting effective use of tools like PRIMA.
  • Coordinating with HQ, ROs, and COs on multi-country projects and resource mobilization efforts.
  • Facilitating smooth project proposal endorsement and donor report approval processes.
  • Ensuring integration of the IOM Strategic Results Framework in project development.
  • Building partnerships with regional donors and providing guidance on donor engagement and resource mobilization. 1
  • Coordinating the region's participation in global initiatives and supporting flexible funding administration. 1
  • Managing the RPDU and overseeing the delivery of its responsibilities. 1
  • Performing any other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited institution, along with at least seven years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with at least nine years of relevant experience is acceptable. The qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database. Candidates should demonstrate experience in project development and management, thematic capacity building, and liaison, with a minimum of five years working in non-OECD countries. Experience in resource mobilization, advocacy, and working with governmental and diplomatic officials, as well as international organizations, is essential.

Educational Background:
The educational background required for this position includes a Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited academic institution. Candidates with a University degree in these fields must have at least nine years of relevant professional experience. The educational qualifications must be from institutions listed in the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional capabilities in project development and management.

Experience:
The position requires a demonstrated level of experience in project development and management, with a focus on thematic capacity building and liaison. Candidates should have a minimum of five years of experience working in non-OECD countries, specifically in developing projects and mobilizing resources. Experience in engaging with governmental and diplomatic officials, as well as national and international institutions, is crucial. Additionally, candidates should have a background in working within international, inter-governmental, or non-governmental organizations, including the United Nations or government entities, and should have experience in designing and implementing capacity-building initiatives related to project development.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of French is considered an advantage, as IOM's official languages include English, French, and Spanish. All staff members are required to be fluent in one of these languages, and proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract for this position is fixed-term for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-4 grade level, indicating a professional recruiting type. Internationally recruited professional staff are expected to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may also be used to fill similar positions in various duty stations. Candidates who are nationals of the duty station's country and lack prior experience outside their country in the Professional category are not eligible.
