Job Overview:
The consultant will undertake an evaluation of the Girls Assets framework, which is part of the Noura initiative launched in 2021 by UNFPA and the National Council of Women (NCW). This framework aims to enhance the lives of adolescent girls in Egypt by building their social, health, and economic assets, thereby improving their cognitive well-being and enabling them to make informed life and reproductive health choices. The evaluation will assess the project's effectiveness, relevance, efficiency, sustainability, and impact, focusing on how well it aligns with national priorities and contributes to the empowerment of girls. The consultant will be responsible for developing a comprehensive evaluation methodology, conducting data collection, and providing actionable recommendations for future programming.

Duties and Responsibilities:
The consultant's duties will include conducting a desk review of relevant documents, preparing an inception report, developing data collection tools, training research assistants, carrying out data collection, analyzing data, and drafting reports. Specific tasks involve assessing the achievement of intended outputs, analyzing the relevance of program components, evaluating the sustainability of results, identifying challenges and enablers, documenting good practices, and providing strategic recommendations. The consultant will also facilitate meetings for validation of findings and ensure that all deliverables are presented in both English and Arabic.

Required Qualifications:
Candidates must possess an advanced university degree in gender, health, population, demography, or a related social science field. They should have substantive knowledge of gender and youth issues, a strong understanding of Egypt's national development context, and at least 10 years of experience in conducting complex evaluations for UN agencies or international organizations. Proficiency in both qualitative and quantitative evaluation methods, excellent analytical skills, and familiarity with UN operations are essential. Experience in policy development related to reproductive health and gender issues is highly desirable, as is experience in leading evaluation teams.

Educational Background:
An advanced university degree in gender studies, health, population, demography, or a related social science field is required. This educational background should provide a solid foundation for understanding the complexities of gender and youth issues, as well as the socio-economic factors affecting adolescent girls in Egypt.

Experience:
The position requires a minimum of 10 years of experience in conducting evaluations in the development sector, particularly with UN agencies or international organizations. Candidates should have a proven track record of leading evaluations, applying both qualitative and quantitative methods, and demonstrating a strong gender focus in their work. Familiarity with the national development context of Egypt and experience in evaluating UN-supported programs will be advantageous.

Languages:
Fluency in both English and Arabic is mandatory for this position, as the consultant will be required to produce reports and presentations in both languages. Proficiency in additional languages may be considered an asset but is not required.

The consultancy will take place over a period of 180 working days, with the evaluation mission scheduled from September 2025 to February 202
  • The consultant will be expected to travel to various sites in Sohag and Assiut Governorates where the NOURA framework is implemented. Payment will be structured in phases, with 20% upon submission of the inception report, 30% upon submission of a draft report, and the remaining 50% upon acceptance of the final report. The consultant will work under the supervision of the M&E Specialist and Youth & Adolescents Specialist, with support from the National Council for Women.
