Job Overview:
The Audit Specialist (Information Systems) position is a critical role within the Office of the Auditor General (OAG) at ADB. This position is designed for individuals who are passionate about enhancing governance, risk management, and control processes within the organization. As an Audit Specialist, you will lead independent audits and reviews focusing on information systems, ensuring that ADB's technology infrastructure is robust and compliant with established standards. You will be responsible for analyzing and assessing the effectiveness of internal controls and business processes, particularly those related to IT. This role requires a proactive approach to identifying areas for improvement and implementing best practices in internal auditing. You will also collaborate with non-IT audit teams to ensure comprehensive coverage of IT aspects in business processes. The position involves mentoring junior team members and fostering a culture of continuous learning and development within the audit team.

Duties and Responsibilities:
As an Audit Specialist (Information Systems), your primary responsibilities will include:
  • Leading independent audits and reviews of ADB's information systems and internal controls.
  • Serving as the auditor-in-charge for assurance and advisory engagements, focusing on IT-related aspects.
  • Conducting risk assessments and preparing work programs in collaboration with the team lead and OAG management.
  • Monitoring and reporting on the implementation status of management actions resulting from audits.
  • Sharing knowledge and participating in interdepartmental task forces or working groups as assigned.
  • Overseeing the performance of reporting staff, providing clear direction, and offering regular feedback on their performance.
  • Coaching audit team members on IT auditing concepts and integrated audit practices.
  • Ensuring the ongoing professional development of reporting staff through training and mentorship.
  • Leading continuous improvement initiatives to enhance the internal audit practice.

Required Qualifications:
To be considered for the Audit Specialist position, candidates must possess the following qualifications:
  • A university degree in Information Technology, Management Information Systems, Engineering, Computer Science, or a related field; a post-graduate degree is preferred.
  • A minimum of 6 years of relevant professional experience in auditing information systems or extensive knowledge of enterprise IT environments, particularly in financial institutions or large organizations.
  • A strong understanding of IT controls and practical experience in evaluating risk-based controls across various functional IT areas, including cloud environments, networks, firewalls, vulnerability management, systems development, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security, and database management.
  • Proven project management skills for effectively managing audit teams and consultants.
  • Strong analytical skills, ethical decision-making capabilities, and the ability to handle sensitive information responsibly.
  • Demonstrated experience in conducting a variety of assurance and advisory engagements.
  • Proficiency in written and verbal English, with the ability to prepare and discuss recommendations at all levels and produce accurate audit reports.
  • International experience working in diverse cultural settings is highly desirable.
  • Relevant certifications in IT Security, such as Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), or similar credentials.

Educational Background:
Candidates must have a university degree in a relevant field such as Information Technology, Management Information Systems, Engineering, or Computer Science. A post-graduate degree or equivalent qualification is preferred, as it demonstrates a higher level of expertise and understanding of complex IT systems and auditing practices.

Experience:
The position requires at least 6 years of relevant professional experience in auditing information systems or a strong working knowledge of enterprise IT environments. Candidates should have experience in financial institutions or large organizations, showcasing their ability to navigate complex IT landscapes and understand the intricacies of risk management and control processes.

Languages:
Proficiency in English is mandatory, both written and verbal. Candidates must be able to prepare and discuss audit recommendations effectively at all organizational levels and produce accurate audit reports. Additional language skills may be advantageous but are not specified as mandatory.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
