Job Overview:
The Finance Officer position is crucial for the day-to-day implementation of support functions within the organization. This role involves ensuring compliance with NRC policies and financial guidelines, implementing financial functions as per the action plan, and preparing necessary reports for management. The Finance Officer will maintain a filing system for financial documents, prepare monthly financial reports, and support project staff in financial matters. The position requires a proactive approach to identifying areas for improvement in financial processes and ensuring that all financial transactions are accurately recorded and reported. The Finance Officer will also engage with partners to verify financial reports and provide training as needed, ensuring that all financial operations align with NRC standards and policies.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of responsibilities, including but not limited to:
  • Ensuring adherence to NRC policies, tools, handbooks, and guidelines.
  • Implementing the delegated financial function portfolio according to the action plan and NRC policies, including the Financial Handbook and SOPs.
  • Preparing and developing status reports as required by management.
  • Maintaining a filing system for all financial and accounting documents, ensuring compliance with NRC standards.
  • Preparing monthly financial reports and sending all relevant documents to management.
  • Supporting project staff in financial matters and promoting ideas for improvement in support functions.
  • Verifying that vouchers and supporting documents meet NRC standards before payment.
  • Managing payments to partners and providing inputs during the negotiation stage of partner agreements.
  • Conducting meetings with partners and preparing presentations for induction and information sessions. 1
  • Ensuring timely booking of costs into the financial system (Agresso) and preparing bank account reconciliations. 1
  • Assisting the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator and Finance Manager during internal and external audits and in preparing donor reports. 1
  • Verifying financial transactions per project and performing any other tasks as assigned.

Required Qualifications:
Candidates must possess a strong background in finance and accounting, with specific qualifications including:
  • Experience working as a Finance Officer or Accountant in a humanitarian or recovery context.
  • Professional knowledge of auditing and accounting principles.
  • Documented results related to the responsibilities of the position.
  • Proficiency in English, both written and verbal, is essential.
  • Knowledge of the context in which NRC operates, particularly in Ukraine, is highly desirable.
  • Fluency in Ukrainian, both written and verbal, is required.
  • Familiarity with general tax laws applicable to international and local NGOs.
  • Experience working with local financial institutions and tax authorities is an asset.
  • Good computer skills, particularly in MS Office applications, are necessary for this role.

Educational Background:
The ideal candidate should have a relevant educational background in finance, accounting, or a related field. A degree in finance, accounting, business administration, or a similar discipline is preferred. Additional certifications in accounting or finance would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in finance or accounting roles, particularly within humanitarian or recovery contexts. Experience in complex and volatile environments is highly valued, as it demonstrates the ability to navigate challenges and deliver results effectively. Previous experience with financial management in NGOs or similar organizations will be considered a significant asset.

Languages:
Fluency in English is mandatory, both written and verbal, as it is essential for communication within the organization and with external stakeholders. Fluency in Ukrainian is also required, as it is necessary for engaging with local partners and understanding the local context. Knowledge of additional languages may be considered a plus, depending on the specific needs of the organization and the context of operations.
