Job Overview: The National Consultant for Autonomous Vehicles will work under the direct supervision of the project officer, engaging in collaboration and communication with various stakeholders, including government ministries, private sector players, and civil society organizations. The consultant will be responsible for monitoring technical and regulatory developments related to autonomous vehicle technologies, analyzing national strategies and policies, and contributing to the development of a regional AV Partnership platform. The role requires extensive research and the delivery of knowledge products, including drafting sections of a Regional Policy Guidebook that outlines the implications of AVs for greener and more inclusive transport systems. The consultant will also participate in fact-finding missions and contribute to knowledge dissemination at regional or global events.
Duties and Responsibilities:
Monitor Technical and Regulatory Developments: Stay informed about global, regional, and national trends in autonomous vehicle technologies, track evolving regulatory frameworks in China, and map relevant stakeholders involved in AV ecosystems. Prepare for and attend fact-finding missions to China.
Policy Analysis and Knowledge Contribution: Analyze national AV strategies and policy frameworks, identify best practices, and draft the national section of the Regional Policy Guidebook. Highlight opportunities, challenges, and policy implications of AVs.
Lead the conceptualization of a regional AV Partnership platform: Identify collaboration areas among Member States and stakeholders, gather feedback, and promote the initiative through outreach efforts.
Contribute to knowledge products: Develop and disseminate knowledge products on AVs, including presentations and written materials under ESCAP’s leadership.
Required Qualifications: The position requires a university degree in economics, business, engineering, international relations, or a related discipline. Candidates must have at least 5 years of experience in transport policy, smart mobility, autonomous vehicle technologies, or sustainable urban transport. Demonstrated expertise in analyzing regulatory frameworks and writing policy reports is essential. Experience in multi-country comparative studies and collaboration with government stakeholders and international organizations is also required. An in-depth understanding of AV technologies and regulatory issues is desirable, as well as familiarity with UN frameworks.
Educational Background: Candidates must possess a university degree in a relevant field such as economics, business, engineering, or international relations. This educational background is crucial for understanding the complexities of transport policy and autonomous vehicle technologies.
Experience: The position requires a minimum of 5 years of relevant experience in transport policy, smart mobility, or autonomous vehicle technologies. Candidates should have a proven track record of analyzing regulatory frameworks and contributing to policy reports or technical publications.
