Job Overview: The Project Monitoring and EvaluationAnalyst will play a crucial role in the Project Management Unit (PMU) based in UNDP Country Office in Metro Manila. This position involves close collaboration with the UNDP Institutions and Partnerships Programme Team, the Department of Health, WHO, UNICEF, and various stakeholders to ensure the successful implementation of the project aimed at reducing morbidity and mortality associated with cervical cancer and acute watery diarrhea in the Philippines. The analyst will be responsible for developing and maintaining the Monitoring and Evaluation (M&E) system, ensuring alignment with program goals and donor requirements, and facilitating public-private sector collaboration to enhance data-sharing practices. The role requires a strong focus on data analytics, policy advocacy, and stakeholder engagement to optimize resource allocation and improve vaccination coverage.
Duties and Responsibilities: The Project Monitoring and Evaluation Analyst will be responsible for several key duties, including:
Developing the M&E and Learning system and plan to support effective project implementation.
Contributing to the development of multi-year and annual work plans with budgets.
Reviewing and updating the Theory of Change, Results and Resource Framework, M&E and Learning plan, and Risk Log.
Maintaining the project’s M&E database and ensuring disaggregated data is recorded.
Developing monitoring tools and providing technical guidance to the PMU.
Analyzing project results and findings, preparing reports for corporate and donor requirements.
Organizing M&E and learning sessions for stakeholders.
Conducting field monitoring activities and providing reports on progress.
Supporting knowledge creation and management, including drafting terms of reference and managing consultants. 1
Acting as deputy in the absence of the Project Manager and ensuring project deliverables remain on track.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Public Health, Data Science, Statistics, Information Technology, Social Sciences, or a related area. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned fields combined with two additional years of qualifying experience will be considered. Applicants with a master’s degree are not required to have professional work experience, while those with a bachelor’s degree must have a minimum of two years of progressively responsible experience in monitoring and evaluating development programs, managing policy reforms, and coordinating development cooperation in public health or related sectors.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s Degree or equivalent) in relevant fields such as Public Health, Data Science, Statistics, Information Technology, or Social Sciences. A first-level university degree in these fields, combined with two additional years of relevant experience, will also be acceptable. This educational foundation is essential for understanding the complexities of public health initiatives and the analytical skills needed for effective monitoring and evaluation.
Experience: The level of experience required for this position varies based on educational qualifications. Applicants with a master’s degree are not required to have prior professional experience.
