Job Overview: The Carbon Markets Project Manager will lead the UNDP High-Integrity Carbon Markets Initiative (HICMI), which aims to support developing countries in attracting finance for their Nationally Determined Contributions (NDCs) under the Paris Agreement. This role involves managing the implementation of HICMI, providing technical assistance, capacity building, and knowledge sharing on carbon markets, particularly focusing on Article 6 of the Paris Agreement and voluntary carbon markets. The Project Manager will work closely with UNDP Country Offices and other stakeholders to ensure effective project planning, compliance with UNDP policies, and the achievement of project objectives. The position requires strategic leadership, advisory support, and technical expertise in carbon markets to facilitate the development of carbon finance opportunities and support countries in their climate goals.
Duties and Responsibilities:
Provide strategic leadership for effective project planning and implementation, ensuring compliance with UNDP policies and procedures, coordinating with Country Offices, and overseeing project activities.
Facilitate the development of online tools, webinars, and knowledge products related to carbon markets, advising government counterparts on funding sources.
Guide technical design aspects and implementation support for carbon mitigation projects, assessing opportunities across economic sectors.
Assess existing legislation and agreements on carbon markets, identifying gaps in capacities and regulatory frameworks, and supporting the establishment of governance structures.
Support countries with NDC implementation, particularly in the forest sector, and provide oversight for jurisdictional REDD+ programs.
Conduct capacity-building workshops and training sessions for stakeholders, promoting knowledge sharing on best practices in carbon markets.
Required Qualifications: Candidates must possess a minimum of 7 years of relevant work experience (9 years with a bachelor's degree) in carbon markets, including project certification processes and infrastructure establishment. Proven ability to manage carbon projects across various sectors, experience in international organizations, and strong organizational skills are essential. Familiarity with Article 6 UNFCCC decisions and independent carbon crediting programs is highly desirable, along with experience in capacity development and interactions with government stakeholders in developing countries.
Educational Background: An advanced university degree (master’s degree or equivalent) in Environmental Engineering, Technology, Finance, Political Sciences, Economics, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree.
Experience: The position requires a minimum of 7 years of professional experience with a master's degree or 9 years with a bachelor's degree, focusing on the technical components necessary for establishing carbon markets. Candidates should have experience managing large and complex projects, particularly in international settings with multiple funding sources.
Languages: Fluency in English is required, while professional knowledge of Spanish, Portuguese, or French is highly desirable. This multilingual capability will enhance communication and collaboration with diverse stakeholders across different regions.
