Job Overview: The consultant will undertake an evaluation of the Girls Assets framework, which is part of the Noura initiative launched in 2021 by UNFPA and the National Council of Women (NCW) in Egypt. This evaluation aims to assess the project's contribution to achieving development results at the country level, focusing on factors that facilitate or hinder design" style="border-bottom: 1px dotted #007bff !important;">program design and performance. The consultant will apply appropriate methodologies to evaluate cross-cutting elements such as equity, vulnerability, gender equality, and human rights within the framework. The evaluation will also analyze the effectiveness, relevance, efficiency, sustainability, and impact of the program, providing actionable recommendations for future programming. The consultant will be responsible for conducting a thorough desk review, developing data collection tools, training research assistants, and ensuring the quality of data collected during the evaluation process.
Duties and Responsibilities: The consultant's duties will include conducting a desk review of key documents, preparing an inception report, developing data collection tools, training research assistants, collecting data, analyzing data, drafting reports, and presenting findings. Specific tasks involve assessing the effectiveness of the program, analyzing the relevance of its components, examining sustainability, identifying challenges and enablers, documenting good practices, and providing strategic recommendations. The consultant will also facilitate meetings for discussion and validation of findings, ensuring that all deliverables are produced in English with Arabic translations where necessary.
Required Qualifications: Candidates must possess an advanced university degree in gender, health, population, demography, or a related social science field. They should have substantive knowledge of gender and youth issues, a good understanding of Egypt's national development context, and at least 10 years of experience in conducting complex evaluations for UN agencies or international organizations. The consultant should demonstrate extensive knowledge of quantitative and qualitative evaluation methods, excellent data analysis skills, and familiarity with UN operations. Proven experience in policy development and analysis related to reproductive health, gender, and poverty reduction strategies is highly desirable.
Educational Background: An advanced university degree in gender studies, health, population studies, demography, or other relevant social sciences is required for this position. This educational background is essential for understanding the complexities of gender and youth issues within the context of development aid and evaluation.
Experience: The consultant should have a minimum of 10 years of experience in conducting evaluations in the field of development aid, particularly with UN agencies or international organizations. Experience in leading evaluations, familiarity with UN programming processes, and expertise in developing or updating monitoring and evaluation frameworks are crucial for this role. The consultant should also have a strong background in both qualitative and quantitative evaluation methods, with a focus on gender issues.
Languages: Fluency in both English and Arabic is mandatory for this position, as the consultant will be required to produce reports and presentations in both languages. Proficiency in additional languages may be considered an asset but is not required.

The consultant will work under the supervision of the M&E Specialist and Youth & Adolescents Specialist, with support from the National Council for Women. The payment schedule includes 20% upon submission of the inception report, 30% upon submission of a draft report, and the remaining 50% upon acceptance of the final report. The consultant will be expected to travel to various sites where the NOURA framework is implemented, specifically in Sohag and Assiut Governorates.
