Job Posting Organization:
The OSCE Mission to Bosnia and Herzegovina is an international organization that aims to promote peace, stability, and democracy in the region. Established to support the implementation of the Dayton Peace Agreement, the Mission operates with a focus on human rights, rule of law, and democratic governance. The Mission's Fund Administration Unit, particularly the ICT Section, plays a crucial role in providing software development services that enable the Mission to fulfill its mandate effectively.

Job Overview:
The National Information Systems Developer (NP2) position is integral to the Mission's ICT Section, specifically within the Software Development team. The primary function of this role is to deliver software development and advisory services that support the Mission's objectives. This includes continuous monitoring of services, making improvement recommendations, and providing guidance to users. The role requires participation in organization-wide software development projects, contributing to the overall achievement of the Mission's goals. Daily tasks involve evaluating the necessity of information systems, selecting appropriate technologies, and ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security of sensitive information. The incumbent will also be responsible for determining the best methodologies for implementing solutions and making recommendations regarding software purchases.

Duties and Responsibilities:
The selected candidate will report directly to the National Information Systems Developer (NP2) and will be responsible for a variety of tasks, including:
  • Maintaining and enhancing existing information systems while implementing new ones, participating in the entire software development lifecycle, which includes analysis, requirements preparation, design, documentation, development, testing, implementation, deployment, security, administration, monitoring, backup and recovery, auditing, and maintenance of in-house developed systems.
  • Contributing to the continuous improvement of information systems by providing regular monitoring and improvement recommendations to management.
  • Supporting Mission activities by providing technical expert advice during the planning and implementation of various Programme projects.
  • Collaborating with other ICT and business teams on organization-wide software development projects.
  • Providing training related to information systems to all staff, including producing technical documents, user manuals, training materials, and conducting training sessions.

Required Qualifications:
Candidates must possess completed secondary education, supplemented by formal software development training and certification. A minimum of six years of relevant work experience in database systems design, development, and administration is required, with proficiency in technologies such as Microsoft SQL Server, Transact-SQL, Microsoft Access, .NET, ASP.NET, and others. A university degree in a relevant field may substitute for up to two years of work experience. Candidates should have thorough knowledge of software development patterns, general knowledge of network and security concepts, and experience in providing training related to applications. Professional fluency in English and local languages is mandatory, along with excellent communication skills.

Educational Background:
The educational background required for this position includes a completed secondary education, with additional formal training in software development. While a university degree in a relevant field is preferred, it may be considered as a substitute for up to two years of relevant work experience, which is crucial for determining eligibility for the role.

Experience:
The position requires a minimum of six years of relevant work experience in the design, development, and administration of database systems and applications. Candidates should have experience working with various platforms and technologies, preferably in an international organization or company. This extensive experience is essential for ensuring that the incumbent can effectively contribute to the Mission's objectives and provide the necessary technical expertise.

Languages:
Professional fluency in English is mandatory, along with proficiency in local languages. Candidates should possess excellent oral and written communication skills to effectively interact with staff and stakeholders. Knowledge of other OSCE working languages would be considered an asset, enhancing the candidate's ability to engage in a multilingual environment.

Additional Notes:
This position is a fixed-term contract at the General Services level (G6) and is full-time. The monthly remuneration is 2,645.59 BAM, subject to social security deductions, with additional social benefits including participation in the Cigna health insurance scheme and the OSCE Provident Fund. The position is open only to citizens and permanent residents of Bosnia and Herzegovina. The OSCE retains the discretion to re-advertise or cancel the vacancy, and candidates must be aware that expenses related to interviews, tests, and relocation are not reimbursed. Appointments are subject to medical clearance, and the mandatory retirement age is 65 years for contracted positions.
