Job Overview:
The Safeguards Information Analyst (State Declarations) plays a crucial role in the IAEA's nuclear verification mission. This position involves the collection, processing, analysis, and dissemination of information related to nuclear material accounting and additional protocol information provided by States. The analyst will work closely with a team to ensure that the safeguards system is strengthened and that the verification mission is supported effectively. The role requires collaboration with various stakeholders, including Departmental counterparts and State representatives, to identify and address issues related to State declarations. The analyst will also contribute to research and development projects aimed at optimizing analytical tools and methodologies for processing State-declared information. This position is vital for ensuring that the IAEA can fulfill its responsibilities as the world's nuclear inspectorate, thereby supporting global efforts to prevent the proliferation of nuclear weapons.

Duties and Responsibilities:
  • Analyze State declared safeguards information for assigned States and disseminate analytical products to Departmental counterparts and mandated statements to States as specified in agreements.
  • Conduct further research to reconcile declared and related information, identifying technical issues and information gaps relevant to the evaluation of State declared information.
  • Follow up on identified issues or inconsistencies by acquiring additional relevant information and applying appropriate analytical methodologies, documenting results in reports or through collaboration tools.
  • Contribute to the State evaluation process by analyzing State reports and declarations, correlating analytical results with material balance evaluations and environmental sampling data.
  • Provide advisory expertise on safeguards agreements, including nuclear material accounting and additional protocol information, to Departmental counterparts and State representatives.
  • Contribute to continuous improvement initiatives related to the collection, processing, and analysis of Additional Protocol declarations.
  • Initiate and monitor the implementation of custom tools for data retrieval and analysis activities to meet the Department's information consolidation goals.
  • Stay updated on developments concerning international safeguards related to State reporting and declarations.
  • Develop and deliver training to State representatives and IAEA staff as required.

Required Qualifications:
  • Bachelor's Degree in sciences (e.g., physics, chemistry), nuclear science, engineering, or a related field.
  • Minimum of five years of working experience in information collection and analysis related to nuclear non-proliferation, nuclear material accounting, or nuclear-related research.
  • Experience in using information collection, processing, and analytical techniques, including working with complex databases.
  • Proficiency in advanced software for information analysis and basic query languages, such as SQL.
  • Excellent oral and written command of English; knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, and Spanish) is an asset.

Educational Background:
Candidates must possess a Bachelor's Degree in a relevant field such as physics, chemistry, nuclear science, or engineering. This educational background is essential for understanding the technical aspects of nuclear safeguards and material accounting, which are critical for the role of Safeguards Information Analyst.

Experience:
The position requires a minimum of five years of relevant working experience. This experience should be focused on information collection and analysis related to nuclear non-proliferation, nuclear material accounting, or nuclear-related research. Candidates should demonstrate proficiency in using analytical techniques and tools, as well as experience in managing complex databases and information systems.

Languages:
The mandatory language for this position is English, with an excellent command required for both oral and written communication. Knowledge of additional official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $70,212, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks of annual leave, home leave travel, a pension plan, and health insurance.
