Job Overview:
The Human Resources Manager will play a crucial role in managing human resources efficiently and effectively, particularly in the challenging context of Gaza. This position involves implementing HR procedures and standards to enhance staff capacities and support the overall strategy of the organization. The HR Manager will provide advice to the Country HR Manager and the management team regarding personnel administration and legal frameworks, while also proposing improvements in working practices. The role is vital in ensuring that HR processes are understood and applied effectively, fairly, and in a cost-efficient manner, especially during emergencies. The HR Manager will also be responsible for guaranteeing compliance with local legislation and ensuring that staff files are complete and up to date, thereby securing HI's legal presence in the region.

Duties and Responsibilities:
  • Participate in defining and implementing HR processes, including recruitment, remuneration, social and healthcare coverage, appraisal, and training, ensuring they are understood and applied effectively.
  • Guarantee the administration of international and national personnel, ensuring that staff files are complete and that staff information is accurately followed up.
  • Ensure compliance with local legislation and legal frameworks to secure HI's presence legally.
  • Provide support and training to teams and partners in HR management, building capacity and knowledge on all aspects of HR.
  • Collaborate with various stakeholders, including the Country HR department, emergency division, regional program, and affiliated countries, to ensure effective HR management.

Required Qualifications:
Candidates must hold a postgraduate degree in Strategic Human Resources Management or a related field. They should have 3 to 5 years of relevant experience in HR management, administration, change management, or organizational development, preferably in an international context and within international NGOs. Solid technical expertise across key HR functions such as recruitment, learning and development, performance management, and compensation and benefits is essential. Candidates should demonstrate excellent communication, negotiation, and organizational skills, along with a strong commitment to integrity and accountability. Experience in training facilitation is considered an added advantage.

Educational Background:
A postgraduate degree in Strategic Human Resources Management or a related field is required for this position. This educational background is crucial for understanding the complexities of HR management in challenging environments and for implementing effective HR strategies.

Experience:
The position requires 3 to 5 years of relevant experience in HR management, administration, change management, or organizational development. Experience in an international context and within international NGOs is highly desirable, as it equips candidates with the necessary skills to navigate the unique challenges faced in humanitarian settings.

Languages:
Fluency in English and Arabic is mandatory for this position, with French being a plus. Strong language skills are essential for effective communication, negotiation, and collaboration with diverse teams and stakeholders in the region.

Additional Notes:
This is a 6-month international contract starting from September/October 2025, based in Gaza. The contract includes social coverage adapted to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2750€ gross per month, depending on experience, with additional per diem rates for Palestine and Jordan. A hardship allowance of 500€ net per month is provided for Gaza, subject to change based on access conditions. Employees are entitled to 25 days of paid leave per year and rest and recuperation (R&R) based on the level of the mission, with accommodation and flight reimbursement for R&R. The position is unaccompanied, with collective housing provided by HI for international staff, while local residents will receive a local package.
