Job Overview: The Assistant HAS is primarily responsible for monitoring movements and communication. This role involves the daily implementation of security" style="border-bottom: 1px dotted #007bff !important;">security measures for NRC personnel, compiling all movements in the area, and producing weekly reports. The Assistant HAS will ensure adherence to NRC policies, procedures, manuals, and guidelines, promoting a safe and principled humanitarian response by supporting the application of minimum standards for inclusive programming. The Assistant will assist the HAS Officer in risk assessment and access evaluations, including rapid assessments for new operational sites, proposing mitigation measures in collaboration with management. The position requires effective communication and information flow facilitation among all field teams, ensuring compliance with communication protocols and procedures, and performing any other duties delegated by the HAS Officer, HAS Coordinator, or HAS Manager.
Duties and Responsibilities: The Assistant HAS will be responsible for the following duties:
Ensure adherence to NRC policies, procedures, manuals, and guidelines.
Promote a safe and principled humanitarian response by supporting the application of minimum standards for inclusive programming.
Assist the HAS Officer in risk assessments and access evaluations, including rapid assessments for new operational sites, proposing mitigation measures in collaboration with management.
Monitor personnel movements using Terramare (GPS Tracker) in high-risk areas and via SMS/calls in low or medium-risk areas.
Cover communication operator functions and monitoring with HAS Officers.
Ensure compliance with communication/GPS tracking protocols and procedures, including radio and WhatsApp.
Conduct daily checks of communication equipment and report any malfunctions to the HAS Officer and logistics.
Manage HAS equipment such as GPS Trackers, Thuraya, Power Banks, Hand Sets, physical maps, and others.
Facilitate effective communication and information flow for all field teams. 1
Ensure clear and timely communication within the CSC and with the HAS officer and interface services (Logistics and ICT). 1
Perform any other functions delegated by the HAS Officer, HAS Coordinator, or HAS Manager.
Required Qualifications: The ideal candidate should possess the following qualifications:
Good knowledge of complex humanitarian or development contexts is desired.
Proficient computer skills (MS Office, Word, and Excel).
Excellent community liaison skills with authorities and NGOs.
Competence in managing communication rooms and monitoring movements.
Excellent command of French and English; knowledge of local languages is an asset.
Good understanding of the local political and social context.
Strong analytical skills.
Educational Background: A university degree is required, or two years of studies at a technical school/university after high school. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to perform the duties of the Assistant HAS effectively.
