Job Overview:
The Resource Management Associate position is integral to the Resource Management (RM) Unit within a Division or Bureau of UNHCR. This role encompasses a comprehensive range of responsibilities related to resource management, including budget management, program implementation, human resources, and administrative functions. The incumbent will provide technical assistance in managing allocated resources, ensuring effective budget utilization, and supporting various operational and administrative tasks. The position requires close collaboration with other RM team members and relevant services within the Division/Bureau, as well as regular interaction with technical divisions and regional bureaux. The Resource Management Associate will report to a Senior Resource Management Officer and is expected to uphold UNHCR's core values of professionalism, integrity, and respect for diversity while performing their duties.

Duties and Responsibilities:
The duties and responsibilities of the Resource Management Associate include consolidating budgetary and financial information to assist in resource allocation at the Division/Bureau level, participating in operational reviews to determine resource requirements, providing inputs on budgetary matters during program reviews, maintaining accurate budgetary records, preparing project proposals and staffing submissions, drafting correspondence and reports, monitoring budgetary trends, assisting in identifying training needs, supporting recruitment processes for both GS and P staff, and managing risks related to resource management. The incumbent will also assist newly-arrived international staff with administrative formalities and ensure timely completion of performance evaluations for Division staff. Additionally, the Resource Management Associate will perform other related duties as required.

Required Qualifications:
Candidates must possess relevant experience in Programme, Administration, or Human Resources, with a strong understanding of administrative functions and support services in an international organization. Essential skills include proficiency in IT, particularly with systems such as PeopleSoft, MSRP, and Focus. The ideal candidate should demonstrate strong communication, coordination, and collaboration skills, a service-oriented mindset, and excellent organizational abilities. Attention to detail, time management, and the capacity to work independently with minimal supervision are also crucial for success in this role.

Educational Background:
The minimum educational requirement for this position is a High School Diploma with three years of relevant experience, or a Bachelor’s degree (or equivalent) with two years of relevant work experience. A completed and relevant first-level university degree (equivalent to BA or higher) will count fully towards the required years of work experience, and priority will be given to applicants who meet the full requirements.

Experience:
Candidates should have a minimum of three years of relevant experience for those with a High School Diploma, or two years for those with a Bachelor’s degree or higher. Previous work experience in Programme, Administration, or Human Resources is essential, along with knowledge of administrative functions and exposure to support services in an international organization. Familiarity with UNHCR's operational context and systems is desirable.

Languages:
For this position, knowledge of English is mandatory, and proficiency in the UN working language of the duty station (Hungarian) is also required. Candidates should have at least a B2 level of overall ability in the required languages. Knowledge of additional languages is considered an asset and may enhance a candidate's profile.

  • The salary range for this position is between NET 806,457 HUF and NET 944,644 HUF. UNHCR staff members holding a fixed-term appointment will accrue annual leave at a rate of 2.5 working days for each full calendar month of service, totaling 30 working days per year. Staff members will also participate in the United Nations Joint Staff Pension Fund (UNJSPF) and will be enrolled in the Medical Insurance Plan (MIP). Candidates must be legally present in Hungary at the time of application, recruitment, and hire. Shortlisted candidates may be required to sit for a test, and late applications will not be accepted.
