Job Overview:
The position of Category B Consultant is integral to the IOM Mission in Armenia, specifically within the project titled 'Combatting Trafficking in Persons in Armenia – Improving Victim Identification and Referral System.' This two-year initiative, funded by the IOM Development Fund, aims to enhance the Armenian government's capacity to combat trafficking in persons (TiP) by developing a robust victim identification and referral system. The consultant will play a crucial role in assisting IOM and the Migration and Citizenship Service in drafting the Terms of Reference (ToR) for selecting an IT company to implement necessary upgrades to the Workpermit.am system. The consultant will be expected to conduct a thorough analysis of the existing system, identify integration points for trafficking indicators, and ensure that the system evolves to meet changing trends in trafficking. The role requires close collaboration with various stakeholders, including government officials and IT service providers, to ensure that the project objectives are met effectively and efficiently.

Duties and Responsibilities:
The consultant will undertake several key tasks under the supervision of the Head of Office and the Programme Officer. These tasks include:
  • Conducting a comprehensive overview of the Workpermit.am system and the existing reports on trafficking indicators developed by IOM Armenia. This involves examining the system's functionality and identifying optimal methods for integrating early warning indicators.
  • Engaging in consultations with staff from the Migration and Citizenship Service (MCS) to gather feedback and insights that will inform the drafting of the Terms of Reference.
  • Developing adaptive and intelligence-based indicators that can evolve based on trafficking trends observed by MCS and other stakeholders.
  • Drafting clear and concise Terms of Reference for the hiring of an IT service provider, ensuring continuous communication with IOM and MCS throughout the process.
  • Assisting in the selection of the IT service provider and facilitating communication between IOM, MCS, and the selected company on ICT-related issues.
  • Providing technical evaluations of offers received during the procurement process. The consultant will be evaluated based on their understanding of the assignment, professional competence, communication skills, and ability to deliver results consistent with the agreed Terms of Reference.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in Business Process Analysis, Computer Engineering, Computer Science, or a related field from an accredited institution, along with a minimum of four years of relevant professional experience. Alternatively, a Master’s Degree in the aforementioned fields with at least two years of relevant experience is acceptable. The ideal candidate will have a strong background in ICT management within international organizations, particularly in e-governance and database management. Experience working with international organizations and UN agencies is highly advantageous. Candidates should demonstrate proven experience in stakeholder engagement, translating business needs into digital solutions, and possess hands-on experience in the planning, design, development, implementation, and maintenance of computer information systems.

Educational Background:
The educational requirements for this position include a Bachelor’s Degree in a relevant field such as Business Process Analysis, Computer Engineering, or Computer Science from an accredited academic institution. Candidates with a Master’s Degree in these fields will be considered favorably, especially if they have relevant professional experience. The educational background should provide a solid foundation in both theoretical and practical aspects of ICT and project management, enabling the consultant to effectively contribute to the project’s objectives.

Experience:
The position requires candidates to have significant experience in managing ICT functions within international organizations or agencies, particularly in field locations. A proven track record in e-governance, compliance, and standards, with a focus on database management, is essential. Candidates should also have experience in engaging with stakeholders to understand their business needs and translate these into effective digital solutions. Hands-on experience in the planning, design, development, implementation, and maintenance of computer information systems is crucial for success in this role.

Languages:
Fluency in English and Armenian is mandatory, both oral and written. The ability to communicate effectively in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. While English and Armenian are required, proficiency in additional languages such as French or Spanish, which are also official languages of IOM, would be considered an asset.

Additional Notes:
The consultancy position does not require travel and is subject to funding confirmation. The appointment will be contingent upon the candidate's medical fitness for the role, as well as verification of residency, visa, and necessary authorizations by the relevant government authorities. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan at no cost to the consultant. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before commencing work. IOM maintains a zero-tolerance policy regarding conduct that contradicts its aims and objectives, including any form of exploitation, harassment, or discrimination. Furthermore, IOM does not charge any fees at any stage of the recruitment process and only accepts applications submitted through its online recruitment system.
