Job Overview: The Budget Analyst position at UN Women is crucial for providing technical support and ensuring the completeness of labor distribution data within the Eastern and Central Asia (ECA) region. The role involves working closely with the Operations Manager and the Budget Section HQ to facilitate effective position management, coordinate with HR teams, and support the implementation of new processes for non-core post establishment. The Budget Analyst is responsible for processing GST tickets, ensuring timely updates of labor distribution, and providing helpdesk support services. This position requires collaboration with various stakeholders, including country-level teams, UNDP staff, and government officials, to ensure high performance and efficiency in budget management. The Budget Analyst will also contribute to knowledge management and capacity building by delivering training and webinars to end users in the ECA region, thereby enhancing the overall financial planning and management capabilities of the organization.
Duties and Responsibilities:
Provide technical support and ensure the data completeness of labor distribution by assisting PM/Budget owners in field offices with pre-payroll posting checklist exercises and addressing payroll errors. Conduct monthly validation checks and train project associates on funding and budget validation in Quantum.
Support non-core post management by reviewing and analyzing project distribution requests for validity and alignment with post-creation timelines.
Process GST tickets and facilitate timely updates of labor distribution by reviewing COA for positions and ensuring alignment with project timelines.
Coordinate with HR teams to ensure effective position management and alignment of position end dates with personnel contract timelines.
Support the implementation of the Portfolio and Project Management Stream (PPM) on the Quantum ERP Cloud Solution by ensuring data integrity and providing helpdesk support.
Monitor and support cost recovery oversight, collaborating with HQ DPC cell on cost recovery questions and ensuring incorporation in budgets.
Coordinate monetization requests by reviewing and processing them, conducting quality checks, and maintaining records for audit purposes.
Monitor and analyze missing labor distribution, coordinating with field offices to resolve issues and provide technical support for payroll distribution.
Contribute to knowledge management by delivering training and webinars, providing guidance on budget issues, and serving as a helpdesk contact for Quantum Budgetary Control Module. 1
Support training and capacity building by identifying best practices and documenting lessons learned for dissemination within UN Women offices and partners.
Required Qualifications: The ideal candidate for the Budget Analyst position should possess a strong understanding of financial planning and management, with good knowledge of complex financial rules and regulations, preferably those of UN/UN Women. The candidate should have demonstrated expertise in implementing financial re-engineering, management systems development, and policy design. Proficiency in using complex financial systems and modules, such as Quantum, is essential, along with good analytical skills and the ability to provide advice and support. Familiarity with IPSAS/IFRS is also required.
Educational Background: Candidates must hold a Master’s Degree (or equivalent) in Business Administration, Economics, or a relevant field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: At least 2 years of demonstrated experience in providing budget and finance management support to programs/projects is required. Candidates should have experience using an ERP system and developing detailed budget reports for senior management. Experience in supporting multiple offices simultaneously and working in a regional or multi-country context is desirable. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is essential. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is a plus.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance the candidate's profile.
