Job Overview: The Human Resources Assistant position is a vital role within the OSCE Mission's Human Resources Section of the Fund Administration Unit. The incumbent will be responsible for a variety of tasks that support the recruitment and onboarding processes, as well as learning and development initiatives for mission members. This position requires a proactive approach to assist in drafting and publishing vacancy notices, managing the recruitment process, and ensuring effective communication with all stakeholders involved. The role also involves providing administrative support for learning and development requests, organizing events, and maintaining the necessary documentation and correspondence. The successful candidate will play a key role in fostering a positive work environment and ensuring that new staff members are effectively integrated into the mission.
Duties and Responsibilities: The duties and responsibilities of the Human Resources Assistant include:
Assisting with drafting and publishing vacancy notices in the Taleo system, actively supporting the longlisting and shortlisting processes, and preparing pre-assessment activities.
Organizing interviews and written tests, including communication with hiring managers, board members, candidates, and HR colleagues.
Designing and preparing posts for websites and social media, including text and visual features, and supporting the creation of newsletters and other communication products.
Providing administrative support for the onboarding of new mission members, including post-appointment communication, registration in the Talent Management system, and setting probationary performance objectives.
Acting as the Mission’s Learning and Development Focal Point, providing administrative support for L&D requests, organizing events, and ensuring all logistical arrangements are in place.
Performing general office support services, including processing, drafting, editing, proofreading, and finalizing correspondence and other communication for approval.
Required Qualifications: Candidates must possess citizenship of or permanent residence in the Republic of Serbia. They should have completed secondary education, supplemented by formal training in human resources or general administration. A minimum of four years of working experience in human resources, particularly in recruitment and learning and development, is required, with at least one year in an international or multinational environment. Excellent oral and written communication skills in both English and Serbian are essential, along with digital literacy and proficiency in Microsoft Office applications. Experience with the Taleo application and similar pre-assessment tools is considered an asset, as is prior experience with HR modules of ERP systems.
Educational Background: The educational background required for this position includes a completed secondary education, with additional formal training in human resources or general administration being highly desirable. A high school diploma or equivalent (GED) is the minimum educational requirement for this role.
Experience: The position requires a minimum of four years of relevant working experience in human resources, specifically in areas such as recruitment and learning and development. At least one year of this experience should be in an international or multinational environment, which will provide the candidate with the necessary skills to navigate diverse cultural and professional contexts effectively.
Languages: Fluency in both English and Serbian is mandatory for this position, as the role involves communication with various stakeholders in both languages. Additional language skills may be considered an asset but are not explicitly required for this role.
Additional Notes: This is a fixed-term position with a Letter of Appointment for one year, subject to a six-month probationary period. The monthly remuneration is approximately EUR 1,308.33, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
