Job Overview:
The consultancy position involves providing expert consultancy services to support the implementation of a Gender-Sensitive Scoping Study on the impacts of rising temperatures and heatwaves on the health of migrants and their families in Uzbekistan. The consultant will be responsible for leading the research design, data collection, analysis, and reporting phases of the study. This role is crucial in understanding the health risks posed by climate change, particularly for vulnerable populations such as migrants, and aims to contribute to the Government of Uzbekistan's National Adaptation Plan. The consultant will work closely with the IOM Project Manager and various stakeholders to ensure that the study is comprehensive and gender-sensitive, addressing the unique vulnerabilities of different migrant groups.

Duties and Responsibilities:
The consultant will undertake several key components: 1) Coordination: Finalizing a work plan in collaboration with the IOM Project Manager, participating in working group meetings, and ensuring effective communication with stakeholders. 2) Data Collection: Leading the development of a gender-sensitive research design, refining research tools, and supervising data collection processes. This includes ensuring compliance with data protection standards and overseeing the quality assurance of data collection. 3) Analysis and Reporting: Preparing drafts of the findings report and an information sheet summarizing the study findings, incorporating feedback from stakeholders, and ensuring adherence to IOM's House Style Manual. The consultant will also support capacity development workshops for enumerators and facilitate consultations to define target groups and priority regions for the study.

Required Qualifications:
The ideal candidate should possess demonstrated expertise in designing and implementing mixed methods studies related to migration, environment, and climate change. They should have experience in collecting, cleaning, and analyzing data from large datasets, as well as a strong understanding of the interlinkages between migration, health, and climate change. Collaboration with government entities in Uzbekistan is advantageous, and the candidate should be able to address ethical considerations within their methodology. A clear and realistic work plan is essential, along with the ability to manage a research team effectively.

Educational Background:
Candidates should hold an advanced postgraduate degree (PhD, MA, MSc) in relevant fields such as Public Health, Demography, Economics, Sociology, Geography, Statistics, Development Studies, Migration Studies, or related disciplines. This educational background is crucial for understanding the complexities of the study and for effectively managing the research process.

Experience:
The position requires significant experience in managing research teams and conducting interdisciplinary research. Candidates should have a proven track record of working on projects related to migration, environment, and climate change, particularly in the context of health impacts. Experience in publishing research findings in peer-reviewed journals or developing reports for government entities or international organizations is also highly desirable.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Uzbek or Russian may be beneficial, particularly for engaging with local stakeholders and understanding the regional context.
