Job Overview: The Senior Technical Officer will operate under the direct supervision of the Somaliland & Somalia Country Manager and will collaborate closely with the Project Manager, Project Officers, and Senior MEAL Officer. The primary focus of this role is to support the quality implementation of projects that are linked to global Inclusive Humanitarian Action (IHA) initiatives funded by the German Federal Office (GFFO) and ECHO. The Senior Technical Officer will be responsible for providing specialized expertise in policy guidance and technical support to projects, partners, and programs, ensuring that all actions align with the technical frameworks and general standards of their sectoral or cross-cutting scope. This position also involves contributing to project-based technical learning that has a global impact, ensuring internal technical training within their sector or on cross-cutting themes, and collaborating with the technical program team to influence external technical practices related to disability inclusion in humanitarian action. Additionally, the role includes responsibilities for emergency preparedness and response, which are critical given the context of Somalia.
Duties and Responsibilities: The Senior Technical Officer will have five main responsibilities: 1) Providing specialized expertise in the form of policy guidance and technical support to projects, partners, and programs, ensuring adherence to technical frameworks and standards; 2) Facilitating project-based technical learning that has a global impact, sharing lessons learned and best practices; 3) Conducting internal technical training for staff and partners on sectoral and cross-cutting themes; 4) Contributing to the external technical influence of Humanity & Inclusion, working closely with the technical program team to promote best practices in disability inclusion; 5) Engaging in emergency preparedness and response activities, ensuring that the organization is ready to respond effectively to crises while considering the unique challenges faced in Somalia.
Required Qualifications: Candidates must possess a Master's level degree in social science or a related field. Additionally, they should have at least three years of experience in humanitarian work, specifically with a technical focus on disability inclusion in humanitarian action. Experience in highly volatile contexts is essential, as is the ability to design and deliver capacity development initiatives such as training, coaching, and learning opportunities. Knowledge of international core standards and guidelines related to protection and disability inclusion in both humanitarian and development settings is also required.
Educational Background: A Master's level degree in social science or a similar field is required for this position. This educational background is crucial as it provides the theoretical foundation and practical understanding necessary for addressing the complexities of disability inclusion in humanitarian contexts.
Experience: Candidates should have a minimum of three years of experience in the humanitarian sector, with a specific focus on technical aspects of disability inclusion. This experience should include working in highly volatile environments, where the ability to adapt and respond to rapidly changing situations is critical. Additional Notes: The position offers an 8-month international contract starting in August 2025, with the possibility of extension depending on funding availability. The contract includes social coverage tailored to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by Humanity & Inclusion. The salary starts at €2448 gross per month, depending on experience, along with a per diem of €550 net per month paid in the field and a hardship allowance of €500 net per month included in the salary. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is classified as unaccompanied, and housing arrangements will be managed by Humanity & Inclusion.
