Job Overview:
The Financial Manager will coordinate financial and accounting operations, ensuring the fiscal health of the organization. This role involves providing financial management and guidance, conducting analyses of financial data, and preparing budget analyses for project funds. The Financial Manager will also review and prepare reports for funding agencies to ensure compliance with donor requirements. The position requires proactive guidance and support for financial success, high-level analytical expertise, and the implementation of business strategies. The role also includes developing strong customer relationships and providing analysis and business modeling support for senior management and field operations. The Financial Manager will analyze performance trends, model complex business decisions, track performance, and present results to stakeholders.

Duties and Responsibilities:
The Financial Manager will be responsible for analyzing budget forecasts and regulatory filings, compiling moderately complex data, and ensuring compliance with applicable statutes. The role includes developing and maintaining effective working relationships with regulated industries, consultants, management, and staff. The Financial Manager will interpret and explain discrepancies in financial data, apply updated information technology to facilitate program goals, and deliver formal presentations tailored to the audience's needs. The position requires interaction with industry representatives and officials to analyze or resolve issues, documentation of complex issues, and effective articulation of written conclusions. The Financial Manager will also review and edit the work of others, present oral and written testimony on complex issues, and utilize financial systems to produce reports and databases. The role involves serving as a subject matter expert, analyzing complex business and financial issues, and consulting with management as needed. The Financial Manager will implement and evaluate financial models and systems, communicate industry information, and develop or adapt new financial processes based on changes in policies or regulations.

Required Qualifications:
Candidates must possess expert knowledge of current federal, state, and local government programs, as well as technical and administrative knowledge of relevant rules and regulations. A thorough understanding of external regulations and internal corporate policies is essential. Proficiency in Generally Accepted Accounting Principles (GAAP) and Internal Control Fundamentals is required. Candidates should demonstrate excellent oral and written communication skills, strong quantitative and analytical skills, and critical thinking abilities. The ability to analyze and interpret data, identify and resolve errors, and prepare reports is crucial. Candidates must also exhibit strong project and organizational skills, as well as the ability to motivate and work well with others.

Educational Background:
A Bachelor's Degree or its international equivalent is required for this position. Candidates should have a solid educational foundation in finance, accounting, or a related field that supports the responsibilities of the Financial Manager role.

Experience:
Typically, candidates should have a minimum of 8+ years of progressively responsible experience in accounting, finance, and operational management, particularly in a government contracting environment. Experience with U.S. Government grants, contracting, and auditing standards is essential for effective management of multi-year funds. Proven experience in transferring knowledge into operational plans with client collaboration and sustainable buy-in is also necessary. Substantial experience using computerized financial information systems is required, along with demonstrated team leadership experience in finance, auditing, or accounting departments.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Fluency in the host country language is also preferred, as it may be necessary for effective communication within the local context.

Additional Notes:
This position is based in a typical office environment, with the ability to spend long hours looking at a computer screen and performing repetitive tasks. The role requires the ability to sit and stand for extended periods and lift/move up to 5 lbs. Technology used includes personal computers, Microsoft applications (Office 365, SharePoint, Skype/Zoom/Teams), and standard office equipment. Travel requirements are less than 10%.
