Job Overview:
The Legal Officer will be responsible for providing legal support and guidance in the context of the delisting process as outlined in Security Council resolution 2744 (2024). The incumbent will conduct legal research, prepare comprehensive reports, and assist in drafting legal documents. The Legal Officer will also facilitate communication between the Focal Point for Delisting and petitioners, ensuring a smooth review process. This role is vital for maintaining the integrity of the delisting process and ensuring that it adheres to established legal standards.

Duties and Responsibilities:
The incumbent will handle a variety of legal issues related to constitutional, international, public, private, and administrative law, including criminal law for tribunals. Key responsibilities include conducting legal research and analysis, preparing studies and reports, assisting in drafting legal portions of reports to the Security Council, reviewing legal documents, preparing for interviews with petitioners, ensuring effective communication throughout the delisting review process, assessing evidence for relevance and admissibility, and providing legal advice on human resources matters. The Legal Officer will also administer legal technical assistance programs, prepare legal opinions, and guide junior staff. Additionally, the role involves collecting and analyzing data to identify trends and providing insights through data visualization methods.

Required Qualifications:
Candidates must possess a strong background in law, with a minimum of five years of progressively responsible experience in legal analysis, research, and writing. Experience in drafting legal opinions and working with United Nations sanctions is highly desirable. The ability to interact with high-level officials and stakeholders is also essential. Candidates should demonstrate strong analytical skills, discretion in handling confidential information, and the ability to draft complex legal documents accurately and succinctly. A commitment to gender perspectives and equal participation in all areas of work is expected.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law is required for this position. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of international law and the specific legal frameworks governing the United Nations.

Experience:
The position requires a minimum of five years of progressively responsible experience in law, which includes legal analysis, research, and writing. Candidates should have experience in drafting legal opinions, decisions, or judgments. Experience working on United Nations sanctions and interacting with high-level officials and stakeholders is desirable, as it demonstrates the ability to navigate complex legal and diplomatic environments effectively.

Languages:
Fluency in both oral and written English is required for this position, as English is one of the working languages of the United Nations. Fluency in French is desirable, and knowledge of another official United Nations language is also considered an asset. Proficiency in multiple languages can enhance communication and collaboration within the diverse environment of the United Nations.
