Job Overview: The Pooled Fund Manager position at NORCAP is crucial for supporting the African Union’s Political Affairs, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security Department (PAPS) in managing the Joint Framework Arrangement (JFA). This role involves ensuring strategic coordination, financial oversight, and results-based reporting across various AU divisions and field offices. The Pooled Fund Manager will be responsible for liaising with partners, supporting planning and audits, and ensuring compliance with JFA and bilateral agreements. The position requires a strong background in program management, donor coordination, and financial tracking within international or multilateral contexts. The incumbent will work closely with the Programme Management Team (PMT) and other stakeholders to align departmental activities with the broader strategic priorities of the African Union Commission (AUC).
Duties and Responsibilities: The Pooled Fund Manager will undertake a variety of duties under the supervision of the Head - PMT, including: supporting the development, review, and consolidation of annual workplans and budgets across PAPS divisions and AU Liaison Offices; ensuring compliance with JFA provisions and related bilateral agreements; maintaining effective working relationships with the JFA Coordinator and Monitoring and Reporting Expert; coordinating inputs for strategic planning exercises; facilitating technical missions and planning sessions; serving as a liaison with JFA Lead Partners; preparing narrative and financial reports; organizing JFA coordination and oversight meetings; monitoring the implementation of JFA-funded programs; collaborating with the PAPS Finance team; identifying potential implementation risks; providing technical support to programs and units; drafting technical briefs and background documents; contributing to operational tools and systems; supporting audit exercises; and undertaking resource mobilization and partnership development.
Required Qualifications: Candidates must possess strong organizational and analytical skills, with the ability to manage multiple priorities and work effectively under pressure. Excellent communication and interpersonal skills are essential, as the role requires collaboration with diverse stakeholders. Proficiency in program budgeting, monitoring frameworks, and financial tracking tools is necessary. The ability to draft high-quality reports and formal correspondence is also required. Familiarity with standard office software and ERP systems or donor management tools is a plus. Candidates should demonstrate the ability to work in multicultural environments with professionalism and diplomacy.
Educational Background: A Master’s degree in Public Administration, International Relations, Development Studies, Business Administration, Law, Economics, or related fields is required. A Bachelor’s degree may be considered if accompanied by additional relevant experience.
Experience: Candidates should have at least five years of progressively responsible work experience in program planning, donor coordination, financial monitoring, or results-based management, preferably in an international or multilateral setting. This experience is critical for effectively managing the responsibilities associated with the Pooled Fund Manager role.
Languages: Proficiency in English is mandatory for this position. Fluency in any other AU working languages, such as Arabic, French, Portuguese, Spanish, or Swahili, is considered an added advantage.
Additional Notes: The position is offered on a contract basis for a period of one year, with a salary set at P3 Step 5, inclusive of all allowances for internationally recruited staff.
