Job Overview:
The Operations Manager plays a crucial role in developing and implementing the operational strategy for projects within the country of assignment. This position involves working under the guidance of the Technical Unit Manager (TUM) and the Monitoring, Evaluation, Accountability, and Learning (MEAL) and Support service managers. The Operations Manager is responsible for deploying tools that facilitate project monitoring, financial control, and compliance with HI policies and frameworks, particularly the HI Project Monitoring & Evaluation policy. Additionally, the role requires monitoring and analyzing the evolving context to identify operational risks and opportunities, proposing actions to the Regional Director as necessary. The Operations Manager will also contribute to organizational transformation initiatives aligned with Lean, Shared Services, and ROOTS projects.

Duties and Responsibilities:
The Operations Manager's responsibilities include:
  • Management: Directly manage the Area Manager and ensure effective communication and collaboration within the team.
  • Contribution to the Programme’s Operational Strategy: Implement the project components of the Programme’s Operational Strategy, ensuring alignment with HI frameworks and regulations.
  • Project Management: Ensure sound management and monitoring of projects under their responsibility, identifying new potential areas for intervention.
  • Risk Management: Contribute to the monitoring and analysis of operational opportunities and risks, proposing mitigation measures when relevant.
  • External Representation: Support the development of HI's external influence through participation in forums, strategic alliances, and representation at national events and media engagements.

Required Qualifications:
Candidates must possess solid experience in the humanitarian sector, demonstrating a strong understanding of the complexities involved in humanitarian operations. Fluency in both oral and written English is mandatory, while proficiency in Arabic is considered a strong asset. Additionally, candidates should have strong computer skills, including proficiency in MS Word, Excel, Outlook, and other relevant software. Interpersonal skills are crucial, with an emphasis on the ability to manage stress, demonstrate reactivity, flexibility, and adaptability, and possess strong interpersonal and intercultural skills.

Educational Background:

  • The contract includes various benefits tailored to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance paid by HI. The salary starts at 2869€ gross per month, depending on experience, along with a per diem for hardship. Employees are entitled to 25 paid leave days per year and a rest and recuperation (R&R) period of 5 days every 3 months. The position is unaccompanied, and housing will be provided collectively by HI.
