Job Overview: The Principal Manager will play a crucial role in the delivery of Public-Private Partnership (PPP) Project preparation within the Uzbek PPP Project Development Facility (UPDF). This facility is a collaborative effort between the EBRD and the Ministry of Economy and Finance of Uzbekistan, aimed at enhancing infrastructure projects through private financing. The Principal Manager will oversee project management, ensuring that PPP projects are evaluated, approved, and executed in compliance with contractual obligations. This position requires effective communication with various stakeholders, including government authorities and external consultants, to ensure that projects are delivered on time and meet the established standards. The role also involves managing a team and coordinating with different departments within EBRD to achieve results-oriented outcomes.
Duties and Responsibilities: The Principal Manager will be responsible for a wide range of duties including overseeing the UPDF pipeline, communicating daily with the PPP Project Implementation Department (PPPID) regarding project developments, and preparing Terms of Reference for external consultants. The role requires coordination with the EBRD Procurement Department for consultant selection and contract signing, as well as ensuring that all project deliverables comply with EBRD Environmental and Social policies. The Principal Manager will also monitor project implementation, prepare semi-annual operational reports for the Ministry of Economy and Finance, and ensure visibility of the Facility in line with the agreed action plan. Additionally, the Principal Manager will work on multiple projects simultaneously, ensuring that all activities are aligned with the strategic goals of the UPDF.
Required Qualifications: Candidates must possess relevant experience of at least 5 years in PPP project preparation, tendering, or financing, with exposure to the private sector and experience in the financial sector. Experience working with International Finance Institutions or large advisory firms is advantageous. Candidates should demonstrate proven project management skills, including the ability to lead a project team throughout the infrastructure project cycle, sound decision-making abilities, and problem-solving skills. Strong analytical skills and attention to detail are essential, along with excellent organizational and administrative capabilities.
Educational Background: A Master’s degree from a leading university is required for this position. The educational background should be relevant to the fields of finance, economics, public administration, or a related discipline that supports the responsibilities of the role.
Experience: The position requires a minimum of 5 years of relevant experience in PPP project preparation, tendering, or financing. Candidates should have a solid understanding of the infrastructure project cycle and experience in managing complex projects involving multiple stakeholders.
Languages: Proficiency in Russian and English is mandatory for this role. The ability to communicate in Uzbek, both verbally and in writing, is considered an advantage, as it will facilitate interactions with local stakeholders and authorities.
Additional Notes: This is a full-time position with a fixed-term contract lasting 2 years. The role is based in Tashkent, Uzbekistan, and involves working closely with various public and private sector stakeholders.
