Job Overview:
The Senior Evaluator position is a critical role within the OSCE's Evaluation Unit, which is part of the Office of Internal Oversight (OIO). The Senior Evaluator will be responsible for planning, managing, leading, and conducting independent evaluations that are impartial and credible, adhering to international standards and principles for evaluation. This role involves supporting Evaluation Network activities and providing technical assistance for decentralized evaluations. The Senior Evaluator will manage evaluation consultants, guide junior team members, and supervise interns, ensuring that all evaluation duties are performed in line with the Organization's Evaluation Policy. The position requires a strong commitment to enhancing the performance, efficiency, and effectiveness of OSCE operations through independent evaluations that contribute to decision-making processes and accountability for results.

Duties and Responsibilities:
As a Senior Evaluator, your primary responsibilities will include: 1) Planning and managing independent evaluations, ensuring they meet professional standards; 2) Conducting evaluability assessments and developing terms of reference, inception reports, evaluation approaches, and methodologies; 3) Drafting evaluation reports and knowledge products that present evidence-based findings and recommendations; 4) Identifying and reviewing the work of external evaluators or teams; 5) Conducting peer reviews and providing guidance to other evaluation team members; 6) Promoting the evaluation function within the Organization by providing technical assistance; 7) Performing other duties as assigned by the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director/Head of Evaluation. You will be expected to maintain high-quality work and adhere to planned timelines while ensuring that evaluations are conducted impartially and objectively.

Required Qualifications:
Candidates must possess a second-level university degree in public policy, international affairs, evaluation, or other social sciences, with training in evaluation-focused qualitative and quantitative data collection and analysis. A first-level university degree combined with two additional years of relevant experience will be accepted in lieu of the second-level degree. Additionally, a minimum of seven years of professional experience in evaluation or applied research is required, with at least some experience at the international level. Candidates should have established in-depth knowledge of evaluation designs, processes, and methodologies, as well as proven experience in delivering high-quality reports and communicating findings effectively to diverse audiences.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field such as public policy, international affairs, or evaluation. Candidates with a first-level university degree and additional relevant experience may also be considered. Training in evaluation-focused qualitative and quantitative data collection and analysis is essential for success in this role.

Experience:
The position requires a minimum of seven years of professional experience in evaluation or applied research, with a preference for candidates who have nine years of experience if holding a first-level degree. Experience should include working at the international level and delivering high-quality evaluations and reports. Candidates should demonstrate expertise in designing and leading complex evaluations, managing diverse stakeholders, and developing realistic work plans.

Languages:
Excellent oral and written communication skills in English are mandatory for this position. A good command of other OSCE languages is considered an asset, enhancing the candidate's ability to communicate effectively within the organization and with various stakeholders.

This position is a fixed-term contract for international secondment, with a maximum service period of 10 years. The role is full-time, and candidates must be nominated by their respective participating States to apply.
