Job Overview: The consultant will play a crucial role in the implementation of business development activities under the project aimed at improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia. This position involves working closely with the IOM's Enterprise Development Fund (EDF), which is designed to support livelihoods at the community level through the revitalization of the private sector and economic development. The consultant will be responsible for identifying and supporting small and medium-sized enterprises (SMEs) that can create jobs and provide opportunities for migrants. The role requires effective communication with partners, conducting assessments of business plans, and ensuring that project indicators are met, including the establishment of SMEs and employment of migrants.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including: supporting the programming within the IOM Enterprise Development Fund (EDF), which involves communication with relevant partners and experts, arranging meetings, identifying businesses, collecting and analyzing business plans, and drafting reports to recommend businesses for support. The consultant will coordinate with SMEs to facilitate the engagement of migrants in their operations, ensuring that project indicators are achieved, such as equipping 5 SMEs and employing 20 migrants. Additionally, the consultant will support the establishment of small businesses for beneficiaries, assist procurement staff in ensuring timely delivery of equipment, monitor the progress of small businesses, and arrange educational opportunities for beneficiaries. The consultant may also be required to undertake field travel and perform other duties as assigned.
Required Qualifications: Candidates must possess a Bachelor's degree or equivalent qualification. They should have at least 5 years of professional work experience, particularly in the context of migration and social services in Uzbekistan. Knowledge and experience working with migrant communities and the private sector are essential, along with a proven track record in implementing livelihoods activities and providing logistics support for large-scale events. Strong analytical and communication skills are also required to effectively engage with various stakeholders and report on project outcomes.
Educational Background: A Bachelor's degree or equivalent qualification is required for this position. The educational background should be relevant to the fields of social sciences, business administration, or a related discipline that supports the functions of the role.
Experience: The position requires a minimum of 5 years of professional experience in relevant fields. Candidates should have a strong understanding of migration issues, social services, and the private sector landscape in Uzbekistan. Experience in implementing livelihood programs and providing logistical support for events is highly desirable, as is familiarity with the challenges faced by migrants and displaced persons.
Languages: Proficiency in English is mandatory, along with a working knowledge of Russian and/or Uzbek. Candidates should be prepared to demonstrate their language skills during the selection process, which may include written and oral assessments. Knowledge of IOM's official languages, which include French and Spanish, is considered an asset but not mandatory.
Additional Notes: The position may require travel to the duty station and field travel as necessary. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues. IOM maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
