Job Overview:
The E T Consultant position at the World Bank focuses on supporting the Social Protection and Jobs (SPJ) program in Zimbabwe. The consultant will work closely with the SPJ team and the Task Team Leader (TTL) to advance the Bank's social protection agenda. This role involves coordinating with government ministries and development partners, participating in social protection missions, and promoting the use of the Social Registry to implement various projects. The consultant will also provide technical and operational support for the SPJ work program, ensuring that the social protection systems are effectively operationalized and aligned with government priorities. The position requires a strong understanding of social protection systems and the ability to engage with multiple stakeholders to achieve impactful results.

Duties and Responsibilities:
The consultant will have a diverse set of responsibilities, including:
  • Coordination and dialogue: Serving as the primary contact for the SPJ program in Harare, establishing relationships with key government ministries, organizing social protection missions, and representing the Bank in sectoral meetings.
  • Technical and operational support: Supporting the operationalization of the Social Registry, contributing to reports and analytical activities, and collaborating with IT experts on necessary upgrades.
  • Strategic development: Ensuring alignment with Trust Fund resources and contributing to the preparation of new Bank-funded activities in the social protection sector.
  • Supporting other SPJ activities as required, demonstrating flexibility and responsiveness to the evolving needs of the program.

Required Qualifications:
Candidates must possess an advanced degree in economics, social sciences, public policy, information systems, data science, or a related field. A minimum of 5 years of experience in social protection systems and programs is required, along with a proven track record in stakeholder engagement. Candidates should have deep knowledge of Zimbabwe's social protection landscape and the ability to manage collaboration among multiple organizations. Technical knowledge in developing social protection information systems and experience with household surveys are significant advantages. Strong organizational skills, attention to detail, and the ability to work independently and as part of a team are essential.

Educational Background:
An advanced degree in a relevant field such as economics, social sciences, public policy, information systems, or data science is required for this position. This educational background is crucial for understanding the complexities of social protection systems and for effectively contributing to the Bank's initiatives in Zimbabwe.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience working on social protection systems and programs. This experience should include leading stakeholder engagements and managing collaborations between various organizations. Familiarity with the social protection landscape in Zimbabwe and previous experience in developing and administering social protection information systems are highly desirable.

Languages:
Fluency in English is mandatory, as excellent oral and written communication skills are essential for this role. Knowledge of local languages, particularly Shona, is preferred and will enhance the candidate's ability to engage with stakeholders effectively.

Additional Notes:
This position is a one-year appointment, renewable at the discretion of the World Bank Group, with a lifetime maximum of three years for ET appointments. The role is part of local recruitment efforts, and the selected candidate will be expected to work full-time.
