Job Overview:
The position of Consultor/a en Desarrollo de Software involves the analysis, design, development, and implementation of improvements to the Electronic Visa System (e-VISAS) as defined by the Ministry of Foreign Affairs and Human Mobility of Ecuador. The consultant will work under the guidance of the Ministry's General Coordination of Information Technology and Communications, specifically in the Design and Implementation of Information Technologies Directorate. The role requires a strong understanding of software development processes, particularly in C# .NET CORE, Angular, SharePoint, and Power Platform tools. The consultant will be responsible for ensuring that the improvements are applicable to all visa types while adhering to the Governmental security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Framework (EGSI V3) and current laws and regulations. The consultant will also be involved in quality control and production deployment of functionalities delivered in the development and testing environments, particularly for the international protection module, which was previously suspended due to new U.S. government policies.

Duties and Responsibilities:
The consultant will be responsible for generating clean and structured code according to the business analyst's specifications and following the guidelines set by the technical lead or architect. Key responsibilities include supporting deployments, correcting errors, optimizing performance, conducting unit tests, collaborating with Quality Assurance (QA) for software validation, managing software versions, and participating in agile meetings such as daily stand-ups, planning sessions, and retrospectives. The consultant will also be expected to deliver specific functionalities that enhance the visa processing system, including but not limited to maintaining user requirements prior to payment, controlling error messages, managing application statuses, ensuring secure storage of interviews and documentation, and implementing payment processing functionalities.

Required Qualifications:
Candidates must possess a professional degree in information technology or a related field, with proven experience in software development processes similar to those outlined in this consultancy. They should have a strong background in C# .NET CORE, Angular, SharePoint, and Power Platform tools. Additionally, candidates must be located in Quito, Ecuador, and have the legal authorization to work in the country. The role requires a commitment to ethical standards and a professional approach to software development.

Educational Background:
The ideal candidate should have a tertiary level education in information technology or a closely related field. This educational background should be complemented by practical experience in software development, particularly in the technologies specified in the job description.

Experience:
A minimum of three years of experience in software development is required, with at least three years specifically in roles involving C# .NET CORE, Angular, SharePoint, and Power Platform tools. Candidates must provide certificates or documentation that validate their participation in relevant projects, demonstrating their capability to fulfill the consultancy's objectives.

Languages:
Fluency in Spanish is mandatory, as all communications and documentation will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate collaboration with international teams and stakeholders.

Additional Notes:
The consultancy is open only to Ecuadorian citizens or foreigners authorized to work in Ecuador. All activities will take place in Quito, and the contract's duration and specific terms will be communicated upon selection. The IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) at no cost during the consultancy period. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
