Job Overview: The Technical Expert on Social Dialogue and Access to Justice will play a crucial role in the ILO's efforts to support the Ministry of Human Resources and Social Development (MHRSD) of Saudi Arabia in achieving the goals outlined in the Saudi Vision 203
This position will involve leading the social dialogue aspects of the program, focusing on collaboration with key stakeholders such as the Federation of Saudi Chambers and the Saudi National Committee of Workers Committees. The expert will be responsible for implementing technical activities related to social dialogue and access to justice, ensuring that they align with ILO policies and project strategies. The role also includes producing technical reports, developing training materials, and enhancing capacity building among partners. The incumbent will work closely with the Senior Coordinator and benefit from technical oversight from ILO specialists, contributing to the overall success of the program aimed at improving labor market governance in Saudi Arabia.
Duties and Responsibilities:
Lead the social dialogue aspects of the program, focusing on collaboration with the ILO’s Social Partners, the Federation of Saudi Chambers, and the Saudi National Committee of Workers Committees.
Implement technical activities related to social dialogue and industrial relations, ensuring compliance with ILO policies and project strategies.
Oversee the implementation of activities related to access to justice, providing technical inputs and monitoring outcomes.
Produce technical reports, concept notes, and discussion papers to support policy development and implementation.
Provide technical advice and backstopping to partners, monitoring the implementation of recommendations.
Identify training needs, develop training materials, and organize workshops to enhance capacity building.
Contribute to the design and monitoring of activities aimed at improving productivity and quality of outcomes.
Participate in the production of promotional materials targeting policymakers and stakeholders.
Promote gender equality and non-discrimination in all project aspects. 1
A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience may be accepted in lieu of an advanced degree.
Proven ability to take ownership of responsibilities and act with integrity and transparency.
Strong strategic thinking and program development skills.
Excellent written and verbal communication skills, with the ability to write accurate reports and build networks.
Ability to work in a multicultural environment and demonstrate gender-sensitive behavior.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as social sciences, law, or international relations. A first-level university degree may be accepted if accompanied by additional relevant experience. The educational background should provide a solid foundation for understanding labor market dynamics and social dialogue mechanisms.
Experience: Candidates should have at least seven years of relevant experience in managing development cooperation activities, particularly in stakeholder engagement, social dialogue, and access to justice. A minimum of four years of demonstrated expertise in an international position is required. Experience working in international organizations such as the ILO or the UN is highly desirable, along with familiarity with ILO policies and procedures. Experience in managing large and complex development cooperation projects, particularly in Gulf countries, will be an advantage.
Languages: Excellent command of English is mandatory, while knowledge of Arabic is considered an advantage. Proficiency in both languages will enhance communication with local stakeholders and facilitate effective program implementation.
