Job Overview:
The Project Officer will operate under the overall guidance and direct supervision of the Chief of Mission. The successful candidate will be responsible for providing support and contributing to various projects within the Harare Migration Governance & Regular Pathways Unit. This role involves technical assistance and project management, where the officer will facilitate coordination among different sections of the project, including Finance and Procurement, ensuring proper documentation and filing of project documents. The officer will also assist in maintaining partnerships with relevant government focal points and support collaborative efforts between IOM and the Government of Zimbabwe. This includes planning and coordinating workshops, meetings, and initiatives with government and donor officials. The Project Officer will provide day-to-day guidance to project staff, facilitate onboarding and capacity development, and contribute to staff performance assessments. Additionally, the officer will assist in the preparation and implementation of trainings and workshops related to the project, track project expenditures, and support monitoring and evaluation efforts. The role also involves disseminating project information to other UN partners and contributing to the establishment of the UN Network on Migration in Zimbabwe, ensuring effective participation in the Global Compact for Safe, Orderly, and Regular Migration.

Duties and Responsibilities:
  • Provide technical assistance and backstopping in the management and implementation of projects under the Migration Governance and Regular Pathways Unit.
  • Facilitate in-house coordination among different sections of the project, including Finance, Procurement, and the Unit, maintaining proper documentation and filing of project documents.
  • Assist in maintaining partnerships with relevant government focal points concerning project implementation.
  • Support collaborative cooperation between IOM and the Government of Zimbabwe by planning and coordinating workshops, exchange visits, meetings, and other initiatives.
  • Liaise with governmental and non-governmental entities, international organizations, and other stakeholders to facilitate effective project implementation.
  • Provide day-to-day guidance and task supervision to project staff.
  • Facilitate onboarding, technical support, and capacity development of new team members.
  • Coordinate work planning, task allocation, and internal knowledge-sharing processes.
  • Contribute to periodic staff performance assessments and provide feedback. 1
  • Assist in the preparation and implementation of trainings, seminars, conferences, and workshops. 1
  • Track project expenditures and liaise with the Admin and Finance Unit for monitoring. 1
  • Prepare monthly funding requests for project activities. 1
  • Raise online purchase requisition forms for all related program activities. 1
  • Support the implementation of monitoring and evaluation by tracking project indicators. 1
  • Disseminate project information to other UN implementing partners, including preparing project newsletters. 1
  • Assist in establishing and coordinating the UN Network on Migration in Zimbabwe. 1
  • Contribute to the effective implementation of the Global Compact for Safe, Orderly, and Regular Migration in Zimbabwe. 1
  • Support the coordination of IOM’s participation in the UNSDCF and Joint Implementation Matrix Process. 1
  • Perform any other duties as assigned by the supervisor.

Required Qualifications:
  • High School diploma with six years of relevant professional experience, or a University degree in the Social Sciences or a closely related field with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Minimum 2 years of professional experience in development work, particularly in participatory formulation, implementation, monitoring, and evaluation of development projects in Zimbabwe.
  • Knowledge of recent developments in sub-Saharan Africa and global migration trends is desirable.
  • Confirmed interest in migration and development issues.
  • Experience in the usage of office information analysis and report writing.
  • Training in project implementation.
  • Ability to work with basic presentation software packages (MS Word, Microsoft PowerPoint, Excel, etc.).

Educational Background:
Candidates must possess either a High School diploma with six years of relevant professional experience or a University degree in the Social Sciences or a closely related field with four years of relevant professional experience. It is important that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of 2 years of professional experience in development work, specifically in the participatory formulation, implementation, monitoring, and evaluation of development projects within Zimbabwe. Candidates should have a solid understanding of recent developments in sub-Saharan Africa and global migration trends, as well as a confirmed interest in migration and development issues. Experience in using office information analysis and report writing is also essential, along with training in project implementation.

Languages:
Fluency in English is required, both oral and written. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Zimbabwe will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned Government.
