Job Overview: The Technical Officer position at UNDP Syria is pivotal in supporting immediate interventions related to Economic Development. The role involves leading and managing socioeconomic recovery activities, particularly focusing on reviving and supporting micro, small, and medium enterprises (MSMEs), job creation, and livelihoods. The officer will collect and analyze data to identify Economic Development priorities, develop project documents, and monitor the progress of activities while ensuring compliance with UNDP regulations. The position requires proactive engagement with various stakeholders, including local authorities and NGOs, to facilitate project implementation and resource mobilization efforts. The Technical Officer will also contribute to the design and implementation of the Early Recovery and Livelihoods sector strategy, ensuring alignment with socioeconomic recovery programming and humanitarian response plans.
Duties and Responsibilities: The Technical Officer will be responsible for leading and coordinating activity planning, implementation, and monitoring of socioeconomic recovery initiatives. Key duties include acting as a technical lead for project activities, collecting and analyzing relevant data, developing project documents, overseeing project finance and administrative tasks, and ensuring compliance with procurement regulations. The officer will also manage risks, maintain project documentation, engage with UNDP-led Early Recovery Sector, and coordinate with local stakeholders. Additionally, the role involves identifying funding opportunities, supporting resource mobilization efforts, and facilitating knowledge sharing among partners and team members. The Technical Officer will also contribute to capacity-building activities and assist in creating communication materials that highlight project successes.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of qualifying experience will be considered. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have at least two years of relevant experience in Economic Development project design and implementation. Proficiency in computer applications and office software is essential, along with strong analytical and communication skills.
Educational Background: The position requires an advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. A first-level university degree (bachelor’s degree) with additional qualifying experience may also be accepted. This educational background is crucial for understanding the complexities of economic development and project management.
Experience: The Technical Officer should have a minimum of two years of relevant professional experience in the design, supervision, and implementation of Economic Development projects if holding a Bachelor’s degree. For those with a Master’s degree, no prior work experience is necessary. However, having six years of experience in similar roles is highly desirable, particularly in project management, community engagement, and stakeholder collaboration. Familiarity with the UN system and knowledge of the local context are also advantageous.
Languages: Fluency in written and spoken English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports.
