Job Overview: The consultancy role of IT and Data Systems Expert is crucial in supporting the development of the Law on the Registry of Persons with Disabilities in Serbia. This position involves conducting a technical assessment of existing databases and registries, evaluating data entry mechanisms, and defining technical specifications for the new registry. The expert will work closely with a team of national consultants, including a coordinator and two other experts, to ensure that the law is developed in alignment with national standards and international best practices. The consultancy aims to enhance the quality of life for persons with disabilities and improve their participation in various aspects of life, including employment and social protection. The expert will also contribute to the establishment of a unified registry that will facilitate better policymaking and resource allocation for persons with disabilities.
Duties and Responsibilities: The IT and Data Systems Expert will be responsible for several key tasks:
Conducting a technical assessment of existing databases and registries related to persons with disabilities, evaluating their interoperability and data quality.
Assessing data entry mechanisms for the future Registry of Persons with Disabilities, including voluntary registration, automated integration, and hybrid models.
Proposing detailed technical specifications for the establishment and maintenance of the new registry, including system architecture and security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
Evaluating identification methods for the registry, focusing on chip-based and non-chip-based cards.
Conducting a preliminary financial assessment of the proposed registry system, including budget estimates and cost-benefit analyses.
Providing technical inputs and documentation to support the drafting process of the law.
Performing additional tasks as requested by UNFPA leadership.
Required Qualifications: Candidates must possess a university degree in Information Technology, Computer Science, Information Systems, or Engineering with a specialization in IT or systems engineering. They should have excellent practical knowledge of inclusive social protection systems and relevant working experience with ministries in similar projects. A strong understanding of national policy and practice in Serbia, as well as analytical and communication skills, is essential. The ability to prioritize tasks, meet deadlines, and work collaboratively in a team environment is also required. Additionally, candidates should demonstrate strong organizational skills and a proactive approach to their work.
Educational Background: A university degree in a relevant field such as Information Technology, Computer Science, Information Systems, or Engineering is required. Specialization in IT or systems engineering is preferred, along with a solid understanding of inclusive social protection systems and national laws related to persons with disabilities.
Experience: Candidates should have a proven track record of working in similar roles, particularly with relevant ministries or organizations focused on disability rights and social protection. Experience in conducting technical assessments and evaluations of data systems is highly desirable. Familiarity with the challenges faced by persons with disabilities in Serbia and globally will be an asset.
Languages: Fluency in both English and the local language (Serbian) is required for this position. Strong communication skills, both written and verbal, are essential to effectively convey technical information and collaborate with stakeholders.
