Job Overview: The position of International Consultant for Internal Knowledge Management System (IKMS) involves supporting the OSCE Mission in Kosovo's project aimed at consolidating the Dialogue Academy Network of Alumnae (DANA). This role is critical in developing a centralized digital repository that will enhance the management of knowledge assets within DANA, which consists of over 230 young women from Pristina and Belgrade. The consultant will be responsible for mapping existing knowledge, proposing a suitable IKMS design, and delivering training to empower DANA members to manage this system effectively. The consultant's work will directly contribute to fostering dialogue, trust, and women's leadership in peacebuilding efforts across divided communities.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Mapping existing DANA knowledge assets and identifying gaps in knowledge management.
Collaborating with a company to design a user-friendly and secure IKMS.
Designing and facilitating a three-day capacity-building training for selected DANA members.
Proposing mechanisms for the long-term sustainability of the IKMS.
Promoting inclusivity and accessibility in the use of digital tools for knowledge sharing.
Producing a mapping report and a final report summarizing findings and recommendations.
Engaging with DANA members through online meetings and focus groups to gather insights and feedback.
Required Qualifications: Candidates must possess a university degree in knowledge management, information systems, organizational development, international relations, or a related field. A minimum of seven years of relevant professional experience in knowledge management or digital collaboration systems is required, preferably within civil society organizations or youth and women-led initiatives. Demonstrated experience in designing and delivering capacity-building programs on knowledge management topics is essential. Candidates should have strong analytical, writing, and technical documentation skills, as well as familiarity with the dynamics of women-led networks and conflict-sensitive approaches to organizational development.
Educational Background: A Bachelor's Degree (first-level university degree or equivalent) in a relevant field such as knowledge management, information systems, or international relations is required for this position. Advanced degrees may be preferred but are not mandatory.
Experience: The position requires a minimum of seven years of professional experience in knowledge management, digital collaboration systems, or organizational learning. Experience working with civil society organizations, particularly those focused on youth and women, is highly desirable. Candidates should have a proven track record in designing and administering knowledge management systems and capacity-building programs.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Knowledge of additional languages, particularly those relevant to the region, would be considered an asset but is not required.
Additional Notes: The consultant will be hired under a Special Service Agreement (SSA) for a duration of 12 working days. The position is part-time and involves a mix of online and in-person engagements. The remuneration package will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
